- Request for Information (RFI) / Sources Sought Notice Subject to FAR clause 52.215-3 entitled �Request for Information or Solicitation for Planning Purposes,� this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified sources to provide Vertical Hydro-Pneumatic Fenders. This is not a solicitation announcement for quotes and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. The Government has determined that these supplies are commercial items as defined in FAR 2.101. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. Draft Requirement: Background The United States Navy has a requirement for a quantity of two (2) Vertical Hydro-Pneumatic Submarine Fender kits to be used for mooring Submarines. Minimum Specifications The fenders shall comply with the following minimum specifications: The fenders shall be black or grey in color. The fenders shall be able to be vertically positioned. The fenders shall have an initial pressure of 0.8kgf/cm2 and an operating pressure of 0.5kgf/cm2. The fenders shall be 4.5 meters in diameter and 9.0 meters long when inflated. The fenders shall have a minimum burst pressure of 5.7kgf/cm2 The fenders shall be fitted with a safety valve to enable excess pressure to be released should over compression occur. Flange openings shall be sited at each end of the fender to facilitate water charge and discharge. A counter weight shall be provided to allow the fender to be ballasted to support deep draft. The fenders shall be provided with counterweights, hanging chains, mooring chains, connection chains and all associated shackles. Other Requirement The fenders shall be provided with one 40�x8�x8�6� CONEX Container for storage and transportation. NAICS Code The NAICS Code for this requirement is anticipated to be 326291�and the Size Standard is 750 employees.� Capabilities Statement This is a market research tool.
