Description

Synopsis: NASA Shared Services Center (NSSC) has a requirement for Harris Geospatial ENVI and IDL products and services. The NSSC intends to issue a sole source Blanket Purchase Agreement to Harris Geospatial Solutions, Inc. (HGSI), 385 Interlocken Crescent Suite 300, Broomfield, Colorado� 80021, under the authority of FAR 6.302-1 and FAR 8.405-6. �The agreement shall be awarded against HGSI�s GSA schedule GS-35F-0265T, with both open market and GSA-based items. It has been determined that HGSI is the sole provider of ENVI and IDL products and services in a multi-year ordering agreement.� Furthermore, it has been determined that a portion of HGSI�s product portfolio is only available as an open market product, so this Notice serves to demonstrate NASA-NSSC�s compliance with posting and justification requirements specified at FAR 8.402(f). NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Centers. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 511210. This notice of intent is NOT a request for competitive proposals, however interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 28 July 2022 at 0700hrs Central Standard Time.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
