- N00164-22-S-NB77 � REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � Automated Supply Retrieval System (ASRS) Upgrade and New Equipment for Three Existing Mini-Load Machines� � PSC 3990 � NAICS 493110 Issue Date: 20 JULY 2022 � Closing Date: 22 AUG 2022 � 3:00 PM EST The Naval Surface Warfare Center, Crane Division (NSWC Crane) located in Crane, Indiana is conducting market research for vendors with the technical capabilities to provide upgraded and new equipment for the three existing Dematic Mini-Load Machines in the Automated Storage Retrieval System (ASRS) and upgrade to the latest Mini-Load Storage and Retrieval Machines (SRM) controls components. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 213.104, the Government is seeking companies with the capabilities to meet the requirements as described herein.� This effort will include installation of upgraded and new equipment for the three existing Dematic Mini-Load Machines in the ASRS to the latest Mini-Load SRM controls components. Additionally, this effort will include the removal and reinstallation of the current bins as the Government wishes to keep the current bins that are currently used. In the event of a primary system failure, a backup retrieval system, allowing for full access to all material stored in bins shall be incorporated into the design. The contractor will also install a new system software application to perform ASRS inventory management and equipment control operations to replace obsolete software. Design shall utilize a network server and incorporate design redundancy with automated switch over to eliminate system down time. The software system must have interface connections to the aisle controls and to the Programmable Logistic Controllers (PLCs). The system will contain interface screens that will provide the user the ability to see the status and operations of the system. The current ASRS layout is comprised of three aisles, with each containing a material handling equipment vehicle.� Each aisle consists of bins in four sizes:� Bin type 7 & 10 (size 24�x 48�), Bin type 3, 6 & 9 (size 24�x24�), Bin type 2, 5 & 8 (size 12�x12�) and Bin type 1 & 4 (size 6�x6�). Total bins is 6,240 EA: 26 Bins high, 40 bins deep and 6 rows of bins. The Government�s Technical Data Package (TDP) and pictures of the facility and current equipment for this effort shall be provided as controlled attachments.� Vendors must request access to these files from the Contracting Point of Contact (POC), Calli Wininger (calli.j.wininger.civ@us.navy.mil). Vendors shall retrieve these technical files from the Contracting POC via the Department of Defense Safe Access File Exchange (DoD SAFE) website. In order to receive this, interested parties should request this via email to the Contracting Point of Contact (POC). Interested parties must be properly registered in the Government System for Award Management database (SAM) to receive the controlled attachment. Interested parties may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. Upon the Contracting POC�s confirmation of registration in SAM, the controlled documents will be sent via DoD Secure Access File Exchange (SAFE). This is a Request for Information/Sources Sought Notice (RFI/SS) announcement to determine the availability and technical capability of businesses to provide the required services.� Additionally, this notice is being published with the intent to conduct market research, determine the availability of small business concern participation as either prime or subcontractors and promote competition. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/SS does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.� The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Respondents will not be notified of the results of this sources sought notice. The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. When/if the Government issues a solicitation for this effort, interested parties will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this sources sought. Responses Responses to the RFI/SS shall include the following: Submitter�s Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone POC Email Announcement Number:� N00164-22-S-NB77 All interested parties are encouraged to submit company and product literature, a white paper addressing the vendor�s capabilities and relevant past performance as it relates to meeting the Government requirement, estimated quotes based on work described above and/or other pertinent information.� Responses should address, at a minimum, the vendor�s ability to perform the requirement based on the Government-furnished TDP provided with the announcement. Vendors are encouraged to assess the TDP for inconsistencies that may prevent successful installation of the latest Mini-Load SRM controls components. Based on this assessment, provide additional data required from the Government, if necessary, as a means to submit a complete and responsive quotation or proposal when/if the Government issues a solicitation for this effort. A site inspection to observe the current conditions of the ASRS is recommended prior to submitting a quotation or proposal as a means to first examine the construct of the existing equipment and determine the presence of potential obstacles. �However, due to the current Coronavirus Pandemic, travel restrictions and space occupancy limitations have been enforced at NSWC Crane.� Therefore, the Government is seeking alternative solutions to a site inspection such as photographs or a video to visually document the construction of the ASRS layout. Vendors shall inform the Government of whether an in-person site inspection of the space is necessary to visually capture the ASRS layout, or if visual documentation in the form of a photograph or video of the space is sufficient to submit a quotation or proposal for this effort. The Government is also interested in obtaining feedback regarding the commercial market for the item. If claiming the product to be commercial, vendors shall provide sales data for the commercial market (i.e. quantities, prices, catalogs prices, market prices, etc.). At a minimum, vendor responses shall include the following information: Capability Statement, which includes the vendor�s ability to perform the requirement and any past performance examples of similar projects. Estimated price to complete the requirement (or other sales data for the commercial market). Additional Inputs: Are there enough details in the Site/Facility Photographs and Government TDP to assemble an accurate price to complete the software integration and installation of the upgraded equipment?� If not, please identify shortcomings or other necessary information. What is the estimated period of performance to complete installation of the upgraded equipment? Any additional questions/concerns/inputs your firm may have with regards to this requirement. Responses to this RFI/SS or questions may be submitted to the Technical Point of Contact any time prior to the expiration of this announcement with a copy to the Contracting POC.
