Description

The United States Patent and Trademark Office (USPTO) intends to award a firm-fixed price purchase order on a single basis to Partnership for Public Service for membership to�the Federal Human Capital Collaborative to�enroll up to six (6) Human Resource (HR) staff members in the Emerging HR Leaders Forum during the membership term�� a professional development program for high potential federal HR professionals (GS 9 � 12).�The contracting officer has determined that Partnership for Public Service is the only source that can reasonably meet the Office of human Resources (OHR's) requirement in accordance with FAR Part 13.106-1(b). The not-for-profit organization has a membership program with little to no competition that will allow OHR� to enroll human resource staff members into the Emerging HR Leaders Forum, and collaborate with the Partnership for Public Service and other member agencies regarding regulatory and legislative reform, and to develop enhance human resource federal human resource profession. The period of performance for the purchase order is anticipated to be a base period (12 months) and two one year option periods and the total value of the order shall be below the Simplified Acquisition Threshold. The OHR intends to award a purchase order to Partnership for Public Service on or about October 1, 2022. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the Government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
