Description
Acquisition Description: This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, January 30, 2022. The North American Industry Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. The combined synopsis/solicitation number is RFQ-NIAID-2135470 and this is issued as a Request for Quotes (RFQ), under Brand Name or Equal (considered full and open competition) requirements. This requirement is NOT set aside for small business. BRAND NAME OR EQUAL: NIAID requests responses from qualified sources capable of providing the requirements as outlined. To be considered for award, vendors of �equal� products, including �equal� products of the brand-name manufacturer, must meet the criteria for the salient characteristics of the items specified below. If providing an equal product(s), please supply descriptive data for evaluation purposes to determine the validity of how it is an EQUAL. Project Description: National Institute of Allergy & Infectious Diseases (NIAID)�s Laboratory of Malaria and Vector Research (LMVR), Vector Molecular Biology Section (VMBS) (collectively �Program�) is studying the skin immune responses to the bites of vectors of disease that includes, mosquitoes, sand flies and ticks. Program needs a quantifiable method to measure the redness of a skin immune response in humans to tick bites for an ongoing clinical trial at the NIH Clinical Center. Laser Speckle Contrast Imaging (LSCI) is powerful technique that is used for full-field imaging of blood flow in a non-invasive manner, and has been already used in clinical setting by Program�s other laboratories to image blood flow in the retina, skin, and the brain. LMVR�s past and current research with guinea pigs and ticks showed that LSCI instruments can provide an accurate measurement of skin blood flow and skin immune responses to mosquitoes and tick bites. Program currently needs a portable laser speckle instrument to perform their studies at the NIH Clinical Center because the current instrument in their facility is too large, is static, and is unable to reach areas in the thorax of the human subjects where the ticks are placed. The portability of this type of instrument will allow the measurements of the body site of volunteers where ticks are placed and allow will other investigators at NIAID to use it for studies in disease endemic areas for humans exposed to other insects such as sand flies and mosquitoes. Thus, Program is proposing the purchase of a Full Field Laser Perfusion Imager (laser speckle) manufactured from Moor Instrument Ltd. Requirements: Brand Name or Equal items: A Brand Name or Equal (full and open competition) is appropriate for the following items. MOORFLPI2 (Qty 1) Full Field Laser Perfusion Imager (laser speckle) comprising; 785nm imaging camera with inbuilt video camera (motorised zoom and auto focus with manual over-ride), lens cover, power supply and mains lead, USB lead for PC connection, user manual covering hardware operation. Includes the following: LAPTOP-PC-PRO - High performance i7 based laptop for use with FLPI2. Uses USB 3 port interface with imager. 2-YEAR-WARRANTY - 2 year manufacturers return to base warranty ON-SITE-SETUP - Engineer visit to set-up, install software and test the system. Instruction for up to 3 delegates to cover safe and practical use of the system and software. SYSTEM-SUPPORT - Continued system support for the life of the system to include telephone, Skype, email, web-chat and additional training sessions at Moor Instruments UK head quarters (not including travel costs) MS3B-FLPI-F (Qty 1) Mobile stand for moorFLPI/ moorFLPI2 imager. Enables flexible positioning of moorFLPI2 scan head. Mounting for Panel PC kit, also suits laptop PC. On board battery back up. 2 year warranty excluding batteries. Shipping & Handling and all applicable fees must be included in the total.
