- Request for Information Enterprise Intelligence and Data Solutions (EIDS) Program Management Office (PMO) DoD Trauma Registry (DoDTR) Coding Tool THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) in support of the Enterprise Intelligence and Data Solutions (EIDS) Program Management Office (EIDS) is seeking information from interested parties with the capability to: Use a narrative injury diagnoses entry to generate applicable 2005 Abbreviated Injury Scale 2008 Update, 2013 Revision (AIS) codes and International Classification of Diseases-Clinical Modification Initial Encounter (ICD-10 CM & ICD-9 CM) codes. The Coding tool will also support the selection of AIS codes to map ICD-9 injuries and selection of ICD-10 codes to map AIS injuries.� Mapped codes will include AIS Predot and Description, AIS Civilian Severity, AIS Military Severity, ICD-9 Code and Description, ICD-10 Code and Description, and Injury Severity Score (ISS) Body Region (BR). Codes will be generated by narrative entry of trauma injuries into an injury narrative memo field located within each Trauma Record. Codes will also support calculation of anatomic, physiologic and combined score such as Injury Severity Score (ISS), Revised Trauma Score, Trauma Injury Severity Score (TRISS), New Injury Severity Score (NISS), A Severity Characterization of Trauma (ASCOT) and probability of survival. In addition to Trauma Registry functionality, the coding tool will also support injury coding in the Orthopaedic module. Coding mapping capability will be employed within each Orthopaedic Module Record. The objective is to identify a vendor capable of� providing a trauma injury narrative text to an AIS/ICD coding application supporting current 2005 Abbreviated Injury Scale 2008 Update, 2013 Revision (AIS) coding and International Classification of Diseases-Clinical Modification Initial Encounter (ICD-10 CM & ICD-9 CM) coding guidelines. The application will need to be embedded or connected via an Application Programming Interface (API) to support interactive functionality with existing registry capability. Vendor application will need to support serial coding updates for new releases to AIS and ICD-9/ICD-10 schema.� Eventual update to AIS 2015 will need to be supported. Interested parties may submit a written response to the capability questions below, additionally stating how they would effectively fulfill the requirement and include appropriate supporting documentation. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Capability Questions: 1. Can coding application connect to command button functionality in an existing registry record through an Application Programming Interface (API) request or be ingested as an embedded coding tool? 2. Can the application support continuous multiple field updates based on codes generated/updated in AIS/ICD Trauma Coding Application. (ISS, NISS, TRISS, Highest AIS Severity per Body Region (ISS and AIS), etc.? 3. Can the coding application support coding capability from AIS to ICD10 versus ICD9 CM based on designated registry value (Injury Date setting)? 4.� Can the vendor support updates to the application to ingest current coding (AIS/ICD) update releases? 5. Can the vendor support future updates from AIS 05 to AIS 15 coding standard? DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether effective solutions exist for reasonable delivery of the required capabilities at the required level of quality. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI.
