- REQUEST FOR INFORMATION / SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs Network Contracting Office (NCO) 19 is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for Roll Up Door Repair and Maintenance at the Denver VA Medical Center located at 1700 N. Wheeling Street, Aurora CO, 80045. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332321 Metal Window and Door Manufacturing. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Contractor shall provide all labor, parts, supplies and equipment necessary to perform Roll Up Door Repair and Maintenance shall include but are not limited to: A.1 BACKGROUND Rocky Mountain Regional (RMR) VA Medical Center is located at 1700 North Wheeling Street, Aurora, CO 80045. The Facility is comprised of 1.2 million square feet spanned over 9 buildings and connected via a main concourse. Because of RMR s special significance and attention it receives from the public and media, strict adherence to the following specifications is essential. The Facility requires a Contractor to repair up to 10 different roll up doors of varying sizes and complexity. A.2 GENERAL REQUIREMENTS (a) Completion Time: Contractor to respond within 3 calendar days of notification that there is a roll up door malfunctioning or has been damaged. Contractor is expected to have new components on order within 10 calendar days of notification of the VA that a roll up door malfunctioning or has been damaged. Contractor to notify VA point of contact if there are any deviation from the proposed timeframes and if the door components shipment can be expedited. It is imperative that the repair be completed as quickly as possible after they are received off station by the Contractor. For roll up door repairs in areas that require work to be done during off hours, a work plan showing that the repair can be done in one single 8-hour period must be submitted to the VA POC at least 3 business days in advance for review and coordination. The POC shall inspect all work and may reject if the quality of work does not result in a fully functional roll up door. (b) Placement of Orders: The estimated quantity of roll up door repairs indicated in the Price Schedule will not be needed all in one delivery, but as the Medical Center continues to experience malfunctioning or damaged roll up doors. The Government anticipates ordering, and the Contractor furnishing, approximately $120,000 of roll up door repairs annually. Roll up door repair orders shall be placed on an as-needed / as requested basis. The Contractor must provide a quote within 7 calendar days of notification to the POC for approval before any parts can be ordered or work can commence. It is the responsibility of the Contractor to take into account any after hours/weekend work that will be required as part of the quote supplied to the POC. (c) Orders for roll up door repairs at Rocky Mountain Regional VA Medical Center shall be placed by the VA POC or designee. All roll up door repair orders will be placed in writing via email by the VA POC. Replacement window orders shall be placed on an as-needed / as requested basis. A.3 ROLL UP DOOR REPAIRS (a) Rocky Mountain Regional VA Medical Center shall not provide any equipment to aid in the repair of roll up doors. It is the Contractor s responsibility to rent/buy all equipment needed to successfully repair the roll up door. Some roll up door repairs will require road closures, it is the responsibility of the Contractor to provide trained traffic flaggers for the duration of the replacement effort. If the Medical Center has equipment on station that would facilitate a faster safe installation, use of this is equipment is at the discretion of the COR/POC and will depend on the availability. (b) The Medical Center will provide specifications to the Contractor for each roll up door that must be repaired. It is the responsibility of the Contractor to provide the VA with a submittal of the repair plan for approval, the timeline to get the parts shipped, and the cost to expedite the shipment (when possible). The VA will respond within 3 business days with approval or rejection. (c) Each roll up door repair must be completed within a single 8-hour time period. (d) Contractor must notify POC/COR upon completion of repair for a quality inspection. (e) Debris & Waste Removal: The Government shall not provide receptacle(s) for disposal of debris related to this contract. Removal of all debris / waste away and off Medical Center grounds is the Contractor's responsibility. Any debris left after the roll up door repair shall be cleaned up thoroughly and removed from the Medical Center. At the end of each installation/repair, the Contractor will remove all debris from the Medical Center site resulting from the work. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
