Description
RFI NOTICE The Department of Veterans Affairs is conducting Market research for a Mammography Tracking System for the requirement listed in the chart below. Please see How to respond instructions below to submit proposals/ response or questions if Applicable. This is a Request for Information (RFI) to conduct market research to determine the availability of SEWP vendors capable of providing the requirement listed below. This RFI does not guarantee the issuance of an RFQ. However, if an RFQ is issued, VA will follow the Contracting Order of Priority in accordance with Veterans Affairs Acquisition Regulation (VAAR) Part 819.7004. Based on responses to this RFI, if multiple SDVOSBs, VOSBs, HubZones, or other small businesses are determined to be capable of providing the full requirement, VA will issue an RFQ as a set-aside or as fair opportunity to the applicable socioeconomic category. If there are not multiple responses to this RFI from preferred socioeconomic categories, any future RFQ s for this requirement will be open to ALL Contract Holders in ALL Groups under the applicable NAICS. If interested in responding to a future RFQ for this requirement, please provide a brief capabilities statement or unofficial pricing information A brief synopsis of the required services is provided below: VA National Teleradiology Program (NTP) has been designated as the responsible program for VHA compliance with H.R. 4794 Making Advances in Mammography and Medical Options for Veterans Act and requires a Mammography Tracking System (MTS) for patient, results, and risk tracking of screening mammography exams. The MTS will be a pilot deployment, initially configured for multi-site support of up to 5 VA facilities and will be interfaced to the NTP Picture Archive and Communication System (PACS) NTP density/risk/quality Artificial Intelligence (AI) module and NTP voice recognition (VR) system. The MTS will include Health Level 7 (HL7) customized interface configurations for the NTP components as well as ORM and ORU configurations for each site s Radiology orders and reports. As this is a pilot project for multi-site and cross VISN screening telemammography, the MTS shall be highly configurable with flexibility to modify reporting and tracking workflow as NTP optimizes both site-based and internal NTP workflow. Both MTS driven and PACS VR driven workflow shall be supported with support for Structured Reporting (SR) and VR templates. The MTS shall be deployed on VA provided virtual servers per the manufacturer s specifications with VA providing server resources, OS, and database software. All other software components shall be provided by the Contractor. During the course of this pilot project, there will be ongoing workflow optimization to identify best practices for future potential expansion and system standardization. To that end, the Contractor will need to be committed to ongoing workflow and integration changes as VA incrementally adds additional sites to the project. Initial deployment will be at one site to create the initial framework and additional sites will be added later in the period of performance as time and resources permit. A maximum of 5 sites will be activated as part of this pilot project. The Contractor shall be capable of meeting the terms and conditions of a VHA Business Associate Agreement. Please provide any existing contract vehicles (GSA MAS, GWAC, etc) you currently hold for which this requirement would be within scope c.
