- Pre-solicitation Notice � Procurement of Taiwan P-3C Weapons System Trainer (WST) Engineering Change Proposal (ECP) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a contract for the acquisition of an ECP for the Taiwan P-3C WST with CAE USA, Tampa, FL, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� �The expected period of performance of the anticipated contract is approximately 12 months from contract award. NAWCTSD has a requirement for an ECP for the Taiwan P-3C Weapons System Trainer (WST) Follow-On Software Modification. �This ECP is for a fielded Taiwan P-3C WST training device located in Taiwan that will require onsite support. As the current sole designer, developer, integrator, manufacturer and supplier of the Taiwan P-3C WST components, only CAE USA possesses the requisite knowledge, engineering expertise, proprietary software and proprietary data rights required to deliver the ECP for the Taiwan P-3C WST. The training system requires concurrent incorporation of advanced and emerging technologies specific in design or application to the Taiwan P-3C aircraft. �CAE USA is the only contractor that can provide the Follow-On Software Modification for the Taiwan P-3C WST ECP because only CAE USA has access to the requisite WST and proprietary source code that is estimated around 70%. CAE USA also has the Configuration Management (CM) repository that contains a description of every Discrepancy Report from inception. A Software Support Environment (SSE) is required to replicate CAE�s build environment, configuration management of the source code, version control and build scripts execution. CAE USA used proprietary libraries and tools which are embedded in the executables that were delivered with the WST. In order to replicate the build process used by CAE USA, the object code of those libraries and tools must be linked to the object code generator from the compilation of CAE�s generated source code. Because the contract requires in-depth knowledge of the current trainer design, proprietary source code and proprietary data rights, award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling Taiwan P-3C WST mission training requirements.� As the current sole designer, developer, integrator, manufacturer and supplier of the Taiwan P-3C WST for both the software and hardware components that are common to the Taiwan P-3C trainer, only CAE possesses the requisite knowledge, engineering expertise, proprietary software, and data rights of the design required to design, build, modify, upgrade and deliver Taiwan P-3C WST systems and to maximize the capabilities amongst the Taiwan P-3C platforms to include common component acquisitions, modifications and upgrades within the Government�s requisite delivery schedule. This Pre-solicitation notice is not a request for competitive proposals.� It is a notice that outlines the Government�s intent to award the anticipated contract on a sole-source basis with CAE USA.� However, interested sources may identify their interest and capability to respond to the requirements.� Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government.� In doing so, interested sources must submit detailed technical capabilities, ability to obtain Taiwan P-3C WST technical data, and any other information that demonstrates their ability to meet the needs of the Government.� Sources must also provide a detailed cost breakdown that supports the technical submission. Detailed capabilities must be submitted by email to Evan Denove at evan.t.denove.civ@us.navy.mil in an electronic format that is compatible with Word 2016, no later than close of business 11 August 2022.� Small businesses can inquire with the CAE USA Small Business Liaison, Mr. William Rozell, via email at William.Rozell@caemilusa.com, for possible subcontracting opportunities; small businesses interested in subcontracting/supplier opportunities are also encouraged to notify the Government POC identified below as well as the NAWCTSD Small Business Deputy Leslie Faircloth at leslie.a.faircloth2.civ@us.navy.mil. All information shall be furnished at no cost or obligation to the Government. �Responses shall be limited to no more than TEN (10) pages of technical content along with a separate cost breakdown structure.� A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� This pre-solicitation notice is not to be considered a request for quotations or proposals.�� No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and is more advantageous to the Government.� If no affirmative written response is received, a sole source award for the procurement of a Taiwan P-3C WST ECP will be pursued. This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements).
