�EXPRESSION OF INTEREST INL-22-011 Design and Fabrication of Bulkheads for Advanced Test Reactor Canal I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective suppliers to provide the design and fabrication of replacement half-height and full-height bulkheads for the Advanced Test Reactor (ATR) working and storage canal. The bulkheads will replace the existing bulkheads which have been problematic in terms of their ability to effectively seal and isolate water in specific portions of the canal. This EOI shall serve as a method of identifying qualified suppliers interested in providing the bulkheads to INL; participation in the activities described herein neither prequalifies nor disqualifies the prospective supplier for later material supply to the INL. Requests for Proposals (RFPs) may be issued as a result of responses from this EOI. II. BACKGROUND The ATR canal allows for safe storage and handling of nuclear fuels, experiments, and hardware that have undergone irradiation in the ATR. The canal water inventory provides cooling for these irradiated materials and provides the radiation shielding necessary to keep dose rates to ATR personnel to a level well below acceptance standards. The ATR canal walls and floors are constructed of reinforced concrete and lined throughout with seam-welded stainless steel that extends to the top of the parapet. The canal is 21 ft deep measured from the top of the parapet (the water level is 20 feet deep), except for a small deep well section. Five pairs of wall pockets allow the use of bulkheads to isolate canal areas. This allows portions of the canal to be drained occasionally for maintenance or program support work while keeping other portions of the canal filled. More importantly, pocket locations also allow utilization of bulkheads as a barrier to accidental drainage events in order to maintain required water levels within other portions of the canal. III. SCOPE OF WORK The scope of work associated with this specification is the design, fabrication, inspection, testing, packaging, and shipment to the ATR of the type (i.e., half height or full height) and quantity of replacement bulkheads ordered by the BEA Purchasing Agent. Testing is defined as �full scale mock-up� testing of the fabricated piece. Additionally, for each bulkhead ordered and delivered, the associated tools, handling equipment (e.g., hoisting and rigging), and spare parts (e.g., seals) shall be provided. Any exceptions to this Expression of Interest shall be clearly defined in the supplier's initial proposal submittal and specifically identified as exceptions. APPLICABLE CODES AND STANDARDS The bulkheads furnished under this specification shall be manufactured and tested in accordance with applicable national consensus standards The standards listed below, alone or in combination, shall be considered applicable by the BEA Contract Specialist. A list of standards selected by the supplier for design, fabrication, examination and testing shall be submitted to the Contract Specialist for approval. Additionally, the bulkheads shall meet the functional and operational requirements of FOR-457.1 It is the BEA Contract Specialist's intent that the requirements of FOR-457 have been adequately and accurately captured in this specification. FOR-457 provides additional requirement bases information that shall be considered by the supplier. Any supplier identified discrepancies between the requirements of the FOR and this specification shall be promptly brought to the attention of the BEA Purchasing Agent for resolution. V. CODE CLASSIFICATION AND SAFETY CLASSIFICATION The bulkheads are Safety-Related components per the ATR safety basis. As such, they shall be treated as Class 1 Vessels as defined in ASME BPVC.VIII.2 Annex 1-B, ""Definitions."" IV. SUBMITTAL REQUIREMENTS Prospective suppliers shall provide brief statements of qualifications in the following areas: 1) Overview of the candidate company; 2) Quality control and quality assurance capability and your program for assessment/surveillance; 3) A description of experience, knowledge and capabilities related to manufacture of this equipment; and 4) Name, telephone number, and e-mail address of a representative of your firm who can answer questions regarding this request for expression of interest. BEA plans to issue a Request for Proposal that will allow award of a subcontract to fabricate these bulkhead assemblies.
