- The USPFO for Maine hereby issues a Request for Quote (RFQ) under W912JD22Q0006 in support of the Maine Army National Guard (MEARNG). This requirement is being competed in accordance with Federal Acquisition Regulation (FAR) Parts 12 � Acquisition of Commercial Items and FAR Part 13 � Simplified Acquisition Procedures, as authorized by FAR subpart 13.5. � Simplified Procedures for Certain Commercial Items. This acquisition is solicited as full and open, unrestricted competition with no small business set-aside. The North American Industry Classification System (NAICS) Code � 621498 � All Other Outpatient Care Centers. Award shall be made based on the best overall quote that is determined to be the most beneficial to the Government. The Government reserves the right to make no award, depending on the quality of quote received, prices submitted and the availability of funds. SAM Registration: Completion of the required FAR 52.212-3, Offeror Representations and Certifications � Commercial Items is required. When you complete your SAM registration, the link to complete your Representations and Certifications is also available. Offeror must be registered in the System for Award Management (SAM).� No contract will be entered into with an unregistered vendor.� Internet access allows you to register by completing an electronic on-line registration application at https://www.sam.gov/portal/public/SAM/� Amendments:� Amendments to this solicitation will be posted at https://sam.gov/content/opportunities Paper copies of the amendments will NOT be individually mailed. By registering to receive notifications on Contracting Opportunities, quoters will be notified by email of any new amendments that have been issued. Potential Quoter�s are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your offer being considered unacceptable. Wage Determinations - Service Contract Labor Standards (SCLS) are applicable to this acquisition. Offeror shall use the attached Wage Determination WDs: 2015-4009 (Rev. 21) dated 06/27/2022 for the State of Maine, Kennebec.& Cumberland� 2015-4001 (Rev. 21) dated 06/27/2022 for the State of Maine, Penobscot County Period of Performance (PoP): The Period of Performance shall begin on or about November 1, 2022 through June 30, 2023. Actual dates of performance will be dependent on in-person drills and weather conditions but shall be completed between November through June of 2023. (Weather and In-Person Drill Dependent). The conventional performance period usually encompass five (5) drill weekends. If there are no Weather delays or cancellation of in-person drills typically the 10 days of PHAs (5 Drills) can be completed as early as March. The potential of the Maine Army National Guard (MEARNG) leaders may determine to change from in-person drill weekend(s) and proceed with a virtual drill(s) option may occur during this period of performance.� The Government is providing allowable period of performance, if weather and in-person drill(s) do occur from November 1st through June 30th. The Contractor shall be provided in advanced notification prior to the PHA event when the MEARNG will conduct virtual drill(s) and if the anticipated adverse weather will occur over a scheduled drill weekend.� Quotes shall be based on the requirements of the solicitation, and must contain three volumes. The Volumes are I � Technical � Volume II Past Performance and Volume III � Price and Contractual Documents. Cover letter: Provide an induction page to include Cage Code, DUNS Number, and Tax Identification Number (TIN).
