- The United States Patent and Trademark Office (USPTO) intends to award a modification to its� existing firm fixed price GSA Federal Supply Schedule (FSS) Blanket Purchase Agreement (BPA) with Frank Parsons Co. - The Supply Room. �The FSS-BPA # is GS-02F-0168R-1333BJ18A00050004. The Period of Performance of the BPA is (1) twelve (12) month base period with four (4) twelve (12) month option period.� USPTO is currently in the final Option Year (4) of the BPA. The purpose of this action is to add one open market item to this existing FSS-BPA in accordance with FAR 8.402(f).� The item (86710 HAM PAPER, COPY, 30045, 8.5x11) is on the Contractor's new GSA schedule contract [FSSI 04, 47QSEA20D008E] �but not available on the contractor�s old FSS contract that the USPTO FSS-BPA was awarded under and is only valid to support any active BPAs or FSS-DOTO's awarded under it.� For all new BPA's or DOTO's, the contractor's new schedule contract, which includes this item, must be used.� Adding this item from the Contractor's new schedule contract to our current FSS-BPA is necessary for it to remain viable. USPTO�s existing BPA with Frank Parsons has presented the agency with unprecedented challenges due to supply chain issues, rising fuel costs and the COVID-19 Pandemic in general. �There are program needs and risks associated with this requirement that support the rationale of adding the open market item to the existing BPA. Due the increased number of USPTO employees choosing full time telework, there is a greater need to ensure access to necessary resources to perform agency duties and meet the USPTO mission without hinderance. The addition of the open market item will make it possible for the agency to continue to work with the existing vendor for the entire BPA period of performance. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time.� Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements.� Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. If no responses are received, the Government will proceed with the award.� Responses are due by August 2, 2022, 10:00 a.m.� (EDT).� Responses shall be submitted via e-mail to Jennifer.Springer@uspto.gov and Christopher.Ward@uspto.gov.� Telephone requests or inquires will not be accepted.� Please indicate in the subject of your email: Notice of Intent Question Submission � ACQ-22-1632.
