Description
This is NOT a Request for Proposals (RFP). This is a Pre-Solicitation notice (synopsis) for a competitive procurement. The Federal Highway Administration (FHWA) has a requirement entitled, �Technical Services Support Contract for FHWA�s Long Term Bridge Performance (LTBP) Program.� The Contractor(s) shall conduct non-personal technical and professional engineering services in support of the FHWA mission and activities, as needed on a Task Order basis. The Government anticipates a single Indefinite Delivery Indefinity Quantity (IDIQ) contract to be awarded for these services with an anticipated ordering period of 60 months. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). THE SOLICITATION WILL BE OFFERED AS A FULL AND OPEN COMPETITION. The solicitation will be available electronically at a later date and may be accessed through Contract Opportunities at www.sam.gov. �It is the offeror�s responsibility to monitor the above-mentioned site for the release of the solicitation and any amendments. The solicitation will be available August 2022. BACKGROUND: Bridge performance is not well understood and still relies heavily on expert opinion or significant assumptions and generalizations for assessment. Starting with the National Bridge Inventory, data on bridges has been collected in consistent, systematic, and computerized formats since 1971. These databases have improved significantly over time, but they still are not a complete basis for realistic assessment of bridge performance.� Over the last few years, several national programs have been initiated to provide a better understanding of bridge health and performance. These programs are used to develop effective means and methodologies for the management of highway bridge assets. �However, more research is needed to improve our understanding of bridge performance. In 2008 the Federal Highway Administration (FHWA) initiated the Long-Term Bridge Performance (LTBP) Program, a national research effort intended to address these needs.� The LTBP program focuses on detailed inspection, periodic evaluation and monitoring (using advanced sensor technologies) of a representative sample of bridges throughout the United States. Additionally, the LTBP program collects documentation pertaining to common design, construction, and maintenance practices and policies used throughout the nation.� The program has developed protocols and standards for field evaluation, testing and monitoring to diminish any inconsistencies in information collection and for improving the quality of that information.� The LTBP program has made advances in the areas of bridge condition assessment, diagnosis and prognosis of damage or defects, and also in deterioration and predictive modeling techniques.� The program also strives to make sure our stakeholders derive benefits and take ownership of this long-term research effort. Technical support services for the LTBP program are needed to ensure a greater understanding of bridge performance and deterioration.� The success of the technical assistance effort requires an organization that possesses flexibility and the willingness to cooperate with the numerous agencies and organizations involved in the performance management of bridges. OBJECTIVE: This Technical Support Services Contract requires that the Contractor provide facilities, equipment and improvements, services, supplies, materials, and personnel, to perform activities including but not limited to coordination with stakeholders to obtain existing performance-related information and documentation of bridge assets from a representative sample of bridges nationwide, performing information extraction (from bridge documentation such as plans, specifications, or construction records, etc.), potential for occasional field assessment for validation purposes, in-depth analysis and quality control of all such information (including storage, backup, and transfer to FHWA). The work requires skilled, knowledgeable, and experienced subject matter experts including but not limited to the areas of bridge design, maintenance, testing, monitoring and condition assessment utilizing sensor technologies, corrosion, load rating applications, design and analysis, bridge management, reliability and statistical analysis, and technical report writing.
