- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08522P0036800 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. The NAICS Code is 336611. The Small Business Size Standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. **For purposes of evaluation and award, Past Performance is considered to be more important than Price. Offerors shall submit quotes as follows � Date: AUGUST 3rd, 2022 Time: 0800 Pacific Standard Time (PST) Place: William.a.swordjr@uscg.mil REQUIRED DOCUMENTS: Each Offeror shall furnish the information required by the solicitation, which includes: Section 1: Price quote including cost breakdown. Section 2: Past Performance / References Proposal (This section should include the offerors completed representations and certifications.); and � Section 3: Any issued amendments to the solicitation. ANTICIPATED AWARD DATE:� The contract is expected to be awarded on or about 08/03/2022. INTERESTED VENDORS PLEASE SEND OFFICIAL QUOTE, WITH A SAM.GOV REGISTERED DUNS NUMBER, AND EMAIL TO William.A.Swordjr@uscg.mil. Statement of Work: On-Site SNT-TC-1A Level One Thermographic Imaging Training and Certification. The Contractor shall provide a proposal for On-Site Level One Thermographic Imaging Training and Certification.� Request Contractor provide a proposal for instructor(s) to travel and provide to HEALY, POLAR STAR and USCG HEALY Support members, classroom and hands-on instruction for up to (6) six students.� The proposal shall include all course instruction, course materials, FLIR MODEL E8 Thermographic Imagery equipment for student usage during the duration of the course, examinations, certifications and instructor travel costs to complete onsite instruction at USCG Base Seattle Naval Engineering Division (NED).� The travel date and instruction provided shall be from (29 August-2nd of September 2022). References:� ANST Number SNT-TC-1A. ANSI/ASNT CP-105 of the American Society of Non-Destructive Testing. ANSI/ANST CP-189 of the American Society of Non-Destructive Testing. Requirements:� Classroom and hands-on Thermographic Imaging instruction at NED Classroom and USCG Base Seattle Facility. Training course materials, certification examinations and FLIR MODEL E8 Thermographic Imagery equipment usage shall be provided for up to (6) six students by the Contractor. Must be able to accommodate six (6 ) E8 FLIR Cameras for use during the course at no additional cost to the govt,(If the Vendor can rent) then this would also be acceptable Provide qualified instructor, all training materials, equipment, final exam, certifications, end of course surveys, and curriculum as listed below: 1. Introductions. 2. Overview for Certification. 3. Introduction to Thermography to include: Definition of Thermography, Night Vision Comparison, Application of Thermography and common application examples. ����� 4. Camera Operation discussion, application and understanding of parameters, optical focus, thermal tuning and contrast adjustments, Camera measurement limits, tools and parameters, object size and distance relationships. 5. IR Science discussion to include fundamentals of Thermal Science, absolute and relative temperature scales, demonstrate difference between units of measurement and temperature conversion between degree C/F differentials, heat and temperature differences demonstrations, description of electromagnetic spectrum, qualitative and quantitative thermography, identification of infrared wave bands and temperature effects on emitted infrared energy to objects.� 6. �IR Camera Calibration to include compensation of surroundings measurement techniques, description of specular and diffuse reflector differences, correction of camera settings due to atmospheric transmit losses and concept of reflected temperature. Also discuss emitted radiation correlation to temperature and demonstrate abilities of measuring factors that are targeted limiting emissivity. 7. Heat Transfer defined with explanations between Steady State and Transient heat transfer, multiple thermal patterns identification, wind speed temperature differences and identification of thermal capacitance uses. � � 8. Overview of Creating an Inspection Report and recommend input for Condition Found Report with recommendations for corrective action requirements. 9. �Student Practical Applications of Thermography demonstrated before instructor to with IR Camera and create report to include Electrical, Mechanical Applications and facility/building diagnostics. Period of Performance: Contractor shall complete the training course onboard USCG BASE SEATTLE Naval Engineering Division within a period of (5) five days, from the 29th of August until the 2nd of September 2022.
