The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� The principal, long-term goal of the INL program in Ukraine is to assist the host country in meeting European and international law enforcement standards in preparation for eventual integration into the European Union (EU). �This involves providing assistance to modernize and increase capacity of Ukrainian law enforcement and criminal justice institutions, fight corruption, combat organized transnational crime, and uphold the primacy of the rule of law. �Since Russia�s invasion in early 2022, INL has focused in the short term on supporting continuity of operations for Ukraine�s National Police and State Border Guard Service. INL is aggressively pursuing all options to provide life-saving equipment for the border guards and police. Successful delivery of this assistance to Ukraine requires coordination and collaboration with vendors and transportation companies, and among other donors and development partners in the law enforcement and criminal justice sectors. �INL takes a leadership role in ensuring effective coordination between the different stakeholders working in Ukraine.� This personal services contract (PSC) Senior Law Enforcement Advisor (SLEA) position is located within the US Department of State�s (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) section of the US Embassy in Kyiv, Ukraine. � The Advisor shall: (1) Assess Ukrainian law enforcement equipment needs, both short and long-term, and work with other INL Ukraine staff, the INL Bureau, and Department of State procurement offices to procure these needs; (2) Oversee the donation and proper delivery of equipment to law enforcement; (3) Assess immediate Ukrainian law enforcement reform needs and survey the landscape of Government of Ukraine (GOU), civil society, and international donor efforts to reform law enforcement, especially with regard to reforming the Special Weapons And Tactics (SWAT)-type units falling under the Ministry of Interior Affairs (MOIA) authority; (4) Assist the INL team with developing, implementing, monitoring, and evaluating ongoing and new law enforcement assistance initiatives; (5) Provide the Ministry of Internal Affairs (MOIA) with guidance on standard operating procedures, staffing standards, management skills and development and reform of special units, including by providing some training; (5) Assist the MOIA in reforming its special units; and (5) Assist and advise the GOU in developing, implementing, and promoting systemic, organizational, legal, and regulatory reform in the law enforcement and criminal justice sectors. � The Advisor will provide advice and support to the INL Director and INL Section assigned to Embassy Kyiv. �The Advisor will also work closely with officials at the Ukrainian MOIA, and will be expected to develop meaningful relationships with counterparts in the GOU. �The Advisor will serve as an in-country law enforcement assistance program coordinator and will provide program implementation, direction, and execution oversight of the INL law enforcement assistance program. The Advisor will manage projects including providing equipment to law enforcement units, law enforcement training development, Ukrainian police in-service training and equipment assessments, implementation of required training by appropriate subject-matter experts and practitioners, and upgrades to Ukrainian law enforcement training facilities. � DUTIES AND RESPONSIBILITIES Under the direct supervision of the Kyiv-based INL Director or his/her designee, the Senior Law Enforcement Advisor will perform the following duties: 1.�� �Review Ukraine�s enforcement needs; manage, prioritize, and evaluate USG-sponsored law enforcement assistance projects under the guidance and direction of the INL Director and INL/EA in Washington; while informing all stakeholders of the details of such implementation, including progress and problem areas. 2.�� �Coordinate with other INL Ukraine staff and INL/EA to assess, procure, donate and deliver personal protective and other equipment to Ukrainian law enforcement units. 3.�� �Coordinate with other components of Ukraine�s criminal justice system to ensure system-wide integration and functionality. � 4.�� �Coordinate with Government of Ukraine (GOU), civil society, and international donors to recommend law enforcement reforms. 5.�� �Provide strategic planning and development in all phases of INL�s law enforcement assistance. �This includes project execution from the study and assessment period to development through acquisition and implementation; planning, scheduling, budgeting, monitoring, and coordinating among vendors, contractors, and GOU officials; and conflict resolution. 6.�� �Provide some training to MOIA and SBGS on tactical and other subject matter as requested and appropriate.� 7.�� �Communicate and coordinate with other USG, international, and multinational donors to maximize effort and to avoid waste and duplication of effort.� 8.�� �Draft reports and assessments, provide input to strategy and other briefing papers, and provide oral and written briefs to the INL Director, the Embassy front office, INL/EAINL front office and other Department offices and officials as needed.� 9.�� �Coordinate with other law enforcement agencies assigned to post, including but not limited to, all agencies that comprise the law enforcement working group (LEWG.)� 10.�� �Advise and assist in preparing documentation for procurement of systems and equipment, including drafting of electronic purchase requests (PRs), statements of work (SOWs), requests for source-origin waivers, sole-source justifications, and delivery and acceptance of systems, supplies and equipment procured.� 11.�� �Draft and provide advice and assistance in the preparation of required reports, including to INL, State Department principals, officials at other US federal agencies, and Congressional offices� 12.�� �Attend and report on general law enforcement meetings, national and international conferences and seminars, and meetings with Ukrainian government officials.� 13.�� �Provide advice and assistance in end-use monitoring of US government-donated equipment and commodities and provide input for end-use monitoring reports.� 14.�� �Provide advice and assistance in the formulation of the Mission Performance Plan and other strategy and planning exercises undertaken by Embassy Ukraine, and the INL and EUR Bureaus.� 15.�� �Participate in visits by senior officials and serve as an escort or control officer. �Arrange itineraries and logistical support for official visitors.� 16.�� �Brief DOS, Congressional, Embassy staff, and other visiting officials on the INL�s role and the status of US-Ukraine law enforcement projects and related initiatives. � 17.�� �When required, perform the role of Duty Officer. 18.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. � 4.�� �If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS US Embassy Kyiv, Ukraine. Depending upon conditions in Ukraine, the position may not be located in Kyiv initially. It may be located in Eastern Poland, Frankfurt, Washington, or other locales with frequent temporary duty trips into Ukraine. �While the Department of State is committed to getting all staff posted to Kyiv and allowing dependent family members to accompany employees assigned to Kyiv, this position at present and for an indeterminant amount of time will be unaccompanied. �� � RELATIONSHIPS The Advisor will work under the direct supervision of the INL Director or his/her designee. �The Advisor will initiate law enforcement projects and execute approved programs under general supervision. �The INL Director will review the timeliness and effectiveness of the Advisor�s work.� The Contract Administrator is INL in Washington and shall be the INL Contracting Officer. �In no instance shall the INL Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The INL Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review.� COMPLEXITY The Advisor must be able to assess host country law enforcement needs, including equipment, training, and professionalization needs; develop and manage law enforcement programs in coordination with host-country officials; draw upon experience to suggest, design, advise and implement projects; ensure sustainability of projects through provision of appropriate training and maintenance; and have the ability to integrate the competing needs of U.S. law enforcement, development, and security agencies, and GOU entities involved in law enforcement. �The Advisor must be able to demonstrate tactical skills and other physical techniques used by law enforcement officers. � SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Ukraine, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to TS level may be required.) 2.�� �Bachelor�s degree from an accredited U.S. institution; and, a.�� �A minimum of ten (10) years related experience in the fields of international development, law enforcement, and/or public administration; or,� b.�� �A high school degree with a minimum of fifteen (15) years of related experience in the field of international development, law enforcement, and/or public administration. 3.�� �A minimum of five (5) years demonstrated experience in program management, including budget preparation, the procurement of goods and services, and implementation and oversight of projects, preferably involving law enforcement and training initiatives. 4.�� �Demonstrated ability to follow guidance and instructions on law enforcement program implementation; analyze and determine true requirements; and propose feasible solutions for problems in program implementation.� 5.�� �A minimum of two (2) years of demonstrated experience providing training and advice to, and/or managing assistance projects related to partner nation law enforcement officials overseas. 6.�� �Demonstrated experience advising law enforcement officials and managers on tactical and/or SWAT-type training techniques.� 7.�� �Proficient in Microsoft Office Suite.� 8.�� �Demonstrated ability to communicate clearly and effectively in English, both orally and in writing. �Demonstrated experience working overseas and maintaining positive working relationships in a cross-cultural setting, especially with foreign officials. � EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
