- Page 2 of 2 THIS IS A SOURCES SOUGHT NOTICE ONLY The purpose of this Sources Sought is to conduct market research to purchase Casella dBadge2 Noise Dosimeters with accessories or Equal for the VA Northern California Health Care System. This notice serves to survey the market to ascertain whether-or-not sources are capable of providing the requested supply. This notice allows potential contractors/vendors to submit a non-binding statement of interest and documentation demonstrating their capability. Network Contracting Office (NCO 21) is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 334519 Other Measuring and Controlling Device Manufacturing. This Sources Sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 334519 and Size Standard of $30,000,000. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this notice are not considered adequate responses to any corresponding solicitation announcement. All interested offerors are requested to respond to this notice but are required to respond to the official solicitation announcement in order to be awarded the contract. Background: The Department of Veterans Affairs is seeking vendors who can provide Casella dBadge2 Noise Dosimeters with accessories or Equal for the VA Northern California Health Care System. The equipment will be used to conduct workplace surveys to determine employee s exposure to noise that could cause hearing loss and identify employees potentially exposed to harmful noise levels. The vendors must demonstrate the ability to meet all requirements for this notice. See salient characteristics below. Salient Characteristics Brand Name or Equal: Equipment shall be in compliance with OSHA, ACGIH, ANSI, and ISO1996. Noise monitoring devices shall be quick, simple, and easy to operate. Sound Level Meter (SLM) shall be a handheld device that enables measurements to be taken within 10 15 cm of the employee s ear level and pointing to the source of the noise. Noise Dosimeters shall be small shoulder-worn devices to measure personal exposure with capabilities to data-log and view noise exposure history via a computer software. Sound Level Meter shall meet or exceed the American National Standards Institute (ANSI) Standard S1.4-1971 or S1.4-1983, Specifications for Sound Level Meters , throughout the applicable frequency range for either a Type 1 sound level meter or a Type 2 sound level meter. Broadband noise levels shall be displayed in real-time to see the noise level varies with time. Sound level meter kit shall include windscreen, wrist strap, USB interface cable, and calibration certificate. Noise Dosimeters shall meet or exceed the requirements of ANSI S1.25-1991, Specifications for Personal Noise Dosimeters. The devices shall be wireless with a mounting clip to secure attachment onto employee s shoulder. Two (2) dosimeter 3-Kit shall include docking station, calibrator, charger, USB cable for direct data transfer to PC, data analysis and summary software, a holding case, and calibration certificate. Items Brand Name or Equal One (1) Casella Integrating Digital Sound Level Meter (Class 2). Broadband sound level meter, Type 2, with windscreen, wrist strap, (3) AA batteries, (1) CMC51 USB interface cable, and Calibration Certificate. Two (2) Casella Carrying Case- This case holds 3 dosimeters, calibrator and SLM. Two (2) Casella dBadge2 Noise Dosimeter 3 Pack Kit. Kit includes 3 ea. dBadge Noise Dosimeters, CEL-120/2 Acoustic Calibrator, 207107B/Kit charging base kit ISC099, and carrying case. INSTRUCTIONS: RESPONSES MUST INCLUDE THE FOLLOWING INFORMATION: Company Name, Address, Point of Contact (POC) name, email address, and phone number. Business Size with Economic Status, and Unique Entity ID No. (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantages business (c) If disadvantages, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (e) State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov. Capabilities Statement. Indicate whether you hold a GSA Federal-Supply-Schedule contract that covers this type of request. If so, please provide the Schedule contract number. Product name(s), number(s), delivery time after receipt of order, and pricing (delivery terms are FOB Destination and any freight or shipping costs must be included in item price with delivery to zip code 95655). Place of Manufacturing. Authorized Distributorship Letter issued from the manufacturer (if applicable). NOTES: Issuance of this notice does not constitute any obligation whatsoever on the part of the Government to procure these supplies and/or services, or to issue a solicitation, nor to notify respondents of the results of this notice. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, the RFQ shall be posted to GSA eBuy where only those firms who currently hold a GSA Schedule with the applicable SIN will be able to respond. The Department of Veterans Affairs is neither seeking quotes nor accepting unsolicited quotes, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought notice.
