Description
On behalf of the Memphis VA Medical Center, Network Contracting Office (NCO) 9 is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed-priced 5 (five) year Blanket Purchase Agreement (BPA) to provide semiannual testing and calibration services for 4 (four) methane gas detectors and 8 (eight) Sierra Monitor Corporation (SMC) Carbon Monoxide (CO) gas detectors located in the Boiler Plant. The contractor must be certified to operate and maintain SMC equipment and provide proof of certification before award. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219, Other Electronic and Precision Equipment repair and Maintenance. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for bids, proposals, or quotes; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: Organization name, address, point of contact, email address, web site address, and telephone number. Business size: small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business (SDVOSB), veteran owned small business (VOSB), large business, etc. Business type under NAICS 811219, which contains a size standard of 22.0 million, Commercial and Government Entity (CAGE) Code and System for Award Management (SAM) Unique Entity ID (UEI) number. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational, and staff capability. Responses to this SSN shall not exceed 4 pages and should include all the foremost mentioned information. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe Portable Document Format (PDF). The government will evaluate market information to ascertain potential market capacity to: Provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Implement a successful plan that includes contractor compliance with program standards, quality control, and performance. Provide services under a firm-fixed-price contract. NOTE: Respondent claiming SDVOSB and VOSB status shall be registered, and Center for Veterans Enterprise (CVE) verified in VetBiz Registry www.vetbiz.gov. Based on the responses to this SSN/market research, this requirement may be set-aside for SDVOSBs, VOSBs, small businesses, procured through full and open competition, or sole sourced. STATEMENT OF WORK Service Contract for the Testing and Calibration of four (4) Methane Gas Detectors and eight (8) CO Gas Detectors in the Boiler Plant GENERAL INFORMATION INTRODUCTION - This requirement is for the semi-annual testing and calibration of Sierra Monitor Corporation (SMC) CO & Combustible Gas Sensor Detectors in the Boiler Plant. The contract will be executed at the: Memphis VA, Medical Center 1030 Jefferson Ave Memphis, TN 38104-2127. Working hours: 0730-1600, Monday - Friday BACKGROUND The Boiler Plant has eight (8) SMC CO Gas Detectors and four (4) Methane Gas Detectors that requires semi-annual testing and calibration. This requirement is in accordance with VHA Directive and the BEI VHA Safety Device Testing Manual. SCOPE OF WORK Constrictor will furnish, provide, and perform the following Test and calibrate all four (4) Methane Gas Detectors with .5% CH4 (10% LEL) Cal Gas or less Test and calibrate all eight (8) CO Gas Detectors with 50 ppm CO Cal Gas or less Contractor to provide and use their own test gas for both the CO and Methane Gas Detectors and calibration. Test and check (Low, High and Trouble) alarm signals at controller and with the assistance of VA Staff, verify that the alarms work remotely in Graphic Control Check that all audible/visual alarm devices are working properly Provide system report with results found, if any deficiencies are found, notify COR as soon as possible and provide a written estimate for repairs Visually inspect all sensors for physical damage and proper operations Contractor will be certified to operate and maintain Sierra Monitor Corporation (SMC) equipment and provide certification to the COR Note: This contract involves no VA Sensitive Information, this contract is for the Testing and Calibration of CO & Combustible Gas Detectors in the Boiler Plant PERIOD OF PERFORMANCE: Base Year 10/01/2022-09/30/2023 Option Year 1 10/01/2023-09/30/2024 Option Year 2 10/01/2024-09/30/2025 Option Year 3 10/01/2025-09/30/2026 Option Year 4 10/01/2026-09/30/2027 U.S. LEGAL HOLIDAYS: The following is a list of U.S. Government holidays. The Contractor shall furnish the CO and COR with a written estimate of the cost to make necessary repairs.
