- The National Institute of Standards and Technology (NIST) Acquisition Management Division Sources Sought for Commercial Item Purchase(s) The National Institute of Standards and Technology (NIST) seeks information on vendors that can maintain and establish potable water testing requirements. Minimum Requirements (not limited to): The contractor shall professionally take the necessary water samples to adequately determine if the potable water is free of harmful levels of Aluminum, Copper, Lead, Cadmium, Zinc and Total Coliforms in accordance with the U.S., EPA Primary and Secondary drinking water standards for Maximum Containment Levels (MCLs). The present quantities of test sources are eighty-five (85) sources in Boulder, CO four (4) sources in Fort Collins, CO and two-hundred and sixty-five (265) in Gaithersburg, MD. The Contractor shall complete the following tasks: TASK 1:� Perform water testing for Aluminum, Copper, Lead, Cadmium, Zinc, and Total Coliform in accordance with the U.S., EPA Primary and Secondary Drinking Water Standards for Maximum Containment Levels (MCLs). TASK 2:� Testing shall be conducted per the analytical methods promulgated under the authority of Section 304(h) of the Clean Water Act, specifically, EPA Test Methods: 200.8 - Metals by ICP/MS and SM9223B Enzyme Substrate Test and reported to NIST via a compiled written report within 30 calendar days after taking the samples. Provide new laboratory identification for each sample source showing building number(s), area location(s) and sample source(s) (e.g., fountain / sink) for future sampling efforts.� Reports shall be submitted as electronic copies.� Accepted reports shall be Level II Laboratory Report translations and shall include at a minimum:� Case Narratives, Detection Summary, Method Summary, Sample Summary, Sample Results, Surrogate Summary, QC Sample Results, QC Association, Chronicle, Receipt Checklists and Chain of Custody. TASK 3:� Provide three overall Water Quality Consumer Confidence Reports (CCR).� One (1) overall Report for NIST Boulder, one (1) overall for NIST Fort Collins, Campus and one (1) overall Report for NIST Gaithersburg, Campus.� The CCR reports are due within 90 days of sampling completion for each location.� Reports shall be submitted as electronic copies. TASK 4:� Provide up to 3 emergency retests for each location, within 24 hour of the original test. (1 trip, up to 3 samples, analysis and a standard detailed report within 30 days).� Reports shall be submitted as electronic copies. TASK 5:�� Provide up to 5 routine retests for each location with a standard detailed report within 30 days.� Reports shall be submitted as electronic copies. PERIOD OF PERFORMANCE Base Year: 10/01/2022 � 09/30/2023 Option Period 1: 10/01/2023 � 09/30/2024 Option Period 2: 10/01/2024 � 09/30/2025 Option Period 3: 10/01/2025 � 09/30/2026 Option Period 4: �10/01/2026 � 09/30/2027 PLACE OF PERFORMANCE All work shall be conducted at the NIST/Boulder (site-wide) 325 Broadway, Boulder, Colorado, 80305, NIST Fort Collins at Radio Station WWV 2000 E. County Rd. 58 Fort Collins, CO 80524 and NIST/Gaithersburg, MD (site-wide) 100 Bureau Drive Gaithersburg, MD 20899 This announcement is not a Request for Quotation (RFQ) and does not commit the Government to award a contract now or in the future.� No solicitation is available at this time. �The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item(s) stated herein. �After results of this market research are obtained, analyzed and compared with NIST's minimum requirement(s). �NIST may conduct a competitive procurement and subsequently award a contract. � If at least two (2) qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. �NIST is seeking responses from all responsible sources, including large and small businesses (e.g., SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). �This requirement is assigned a NAICS code of 541690. �The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the product(s) identified. Interested organizations that believe they are capable of meeting the requirement(s) should submit electronic copies of their capability statement. �Please limit responses to five (5) pages or less. �Responses should include the following information: 1. Name of organization that will provide the service. 3. Spec sheets and/or examples of services provided. 4. Typical lead time to perform the service after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing our minimum requirements and finalizing our market research. Any proprietary information should be clearly marked. �The written capability statement should be received by the Contracting Officer no later than 10:00 a.m., Friday, August 03, 2022. �The capability statement shall identify the business socio-economic status.
