- Notice ID #: DCO-PR-22-0229. Notice Type: Sources Sought Notice (SSN). Title: Road Safety Improvement Services. The MCC is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004.� The Millennium Challenge Corporation (MCC) is seeking technically and otherwise qualified sources for the provision of consistent road safety inspection, assessment and iRAP certification ratings / standards to provide lower safety risk investments, while allowing MCC the ability to better assess the safety benefits of its investments. INTRODUCTION MCC requires support from a reputable, organization to conduct road safety audits for MCC Compact eligible countries. The primary activities are the inspection of high risk roads and the development of Star Ratings, Safer Roads Investment Plans and Risk Maps, including training and technological support to build and sustain national, regional and local capability. SCOPE MCC requires an auditable rating tool of road and bridge investments in MCC Compact countries. MCC seeks a service provider with established experience of implementing a software based road safety inspection and providing iRAP star ratings. iRAP Star Ratings are an objective measure of the likelihood of a road crash occurring and its severity; the iRAP Star Ratings will assist MCC in the objective quantification of the level of risk associated with existing pre-project roads and proposed new investment designs, including a post construction assessment as needed. TASKS The Contractor shall provide a comprehensive, impartial, and reliable evaluation of road and bridge investments in relevant MCC Compact countries. The tasks below describe the universe of possible assessments to be requested: Task 1 � Road Inspection Survey Data Collection, Coding, Quality Assurance and Processing Task 2 � Training Task 3� Risk Mapping
