Description: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC) proposes to acquire up to two (2) each Advanced Aviation Training Devices (AATD) configured as a Piper Seminole (PA44) Aircraft. The acquisition will utilize single source procedures. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. �In order to ensure continuity of training between the FAA Academy and that which is provided at Alliance Airport. �Currently the Flight Program Office at Alliance Airport owns and maintains two (2) Frasca PA-44 AATD�s and rents/leases four (4) actual Piper Seminole PA-44�s for the purposes of training FAA employees in official training courses and for Events Based Currency (EBC). �The standardization of the training devices between OKC and Ft. Worth allows for conformity of all training and will ensure that all Flight Standards Service (AFB) students receive the same quality of training on the same platforms. �This includes the same aircraft, avionics, cockpit configuration, gauges, and display systems. The proposed Frasca AATD being a Piper Seminole PA-44 will match the AATD and aircraft used at Alliance Airport. The proposed AATD will utilize the same Garmin G1000 avionics as at Alliance Airport and all other software and hardware are similar if not identical. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Frasca International, Inc. and is not available for full and open competition. �All questions pertaining to this announcement should be addressed in writing to Contracting Officer, neil.s.amaral@faa.gov, no later than 3 pm (CT) on August 4, 2022.
