Description
The Energy Security Division (ESD) has a mission requirement for information and data related to lithium-ion batteries, battery supply chains, and related market analysis. ESD�s requirement includes access to deep-dive reports on lithium, nickel, and cobalt supply chains, including data downloads for forecasts, price forecasts, and total cost models. Specific data requirements include mine-level supply data, cost curves, and long term (at least out to 2040) pricing forecasts. Access to such information and data will enable ESD to monitor market trends in the lithium-ion battery industry. ESD intends to purchase subscription products from Benchmark Mineral Intelligence due to their technical expertise and products and data covering all aspects of the lithium-ion battery supply chain, from mining to production, as well as their unique pricing assessments and forecasts. The award will be a Firm Fixed Price (FFP) contract that includes one 12-month base period and three 12-month option periods, structured to provide for one core product each annual performance term. In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source, and no other supplies and services will satisfy agency requirements. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement. Parties may submit a capability statement by 08 August 2022, at 11:59 PM EST via email to william.simmons@hq.doe.gov. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services.
