This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2136348 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-06 Effective May 26, 2022 The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument with a size standard of 1000 employees. The requirement is being competed with a Full and Open, Brand Name or Equal, and without a Small Business Set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the brand name products in association with a laboratory casework and furnishings setup at NIAID Rocky Mountain Laboratories located in Hamilton, MT as manufactured by Mott Manufacturing Sigma Flex casework, Durcon epoxy drop in sink, Interdyne acrylic splash guard/drying rack. **See Attached Bill of Materials and Drawing Specs** **NEED BY DATE: November 10, 2022** Laboratory Casework and Furnishings Inclusions: + Mott Manufacturing inset painted metal casework and required accessories for a complete installation: - Fixed base casework - Tall cabinet with sliding glass doors - Mobile cabinets with epoxy worksurfaces - Suspended cabinets + Mott Manufacturing Sigma Flex island core assemblies to include: - Cantilevered worksurface frames + Table worksurface frames on 6""D island core - Integral umbilical service drops - Painted metal shelving with bookend style brackets and seismic restraints + Painted metal wall shelving assemblies with bookend style brackets and seismic restraints + 1"" Thick black epoxy worksurfaces - Black epoxy drop-in sink + Clear acrylic splash guard/pegboard + WaterSaver fittings and fixtures package + Unload, distribution and installation Exclusions: + All equipment and material not listed above + All service fittings and fixtures are supplied F.O.B. jobsite only. Items will be turned over to plumbing contractor for installation and final connection to building services General Exclusions: + Removal, relocation, or reinstallation of existing equipment unless specifically included above + Mechanical rough-ins, ductwork, piping, and connections + Electrical rough-ins, conduit, wiring, devices, and connections + All backing and blocking within walls, floors and ceilings for proposed product General Clarifications + A dumpster will be provided at no additional charge to vendor for on site trash removal + No Additional work will be processed without written authorization; scope of work and pricing will be agreed upon at that time. If offering an equal product, Country of Origin, place of manufactured products, must be provided with quote. If quoting an equal product, you must show how the quoted equipment meets these qualifications: NIAID Casework requirements: This project involves the purchase of new laboratory casework in room 3205 to accommodate a renovation and update of the space for new LNII lab space at RML. A redesign of the lab casework was necessary to accommodate three 6� A2 BSCs in the space to support her research program.� BSCs are an essential part of a laboratory, providing personnel and environmental protection from biological hazards being used inside the cabinet and sample protection from contamination by creating a sterile work environment inside the cabinet.� These cabinets will be used for routine cell culture procedures as well as BSL2 virus and prion work.� In order to meet DRM spacing requirements around BSCs for optimum safe usage, specifically sized casework is required. Description of the supplies/services to be purchased Complete common generic identification of the item required:� painted metal casework with 6� deep island cores, painted metal shelving with bookend style brackets and seismic restraints, 1� thick black epoxy worksurfaces, black epoxy drop-in sink, clear acrylic splash guard/drying rack Applicable model, make, or catalog number for each brand name product referenced:� Mott Manufacturing Sigma Flex casework, Durcon epoxy drop-in sink, Interdyne acrylic splash guard/drying rack Mott lab casework provides Sigma Flex adaptable laboratory casework that allows for flexibility and adaptability of casework for the future.� The Sigma Flex system incorporates a standard core assembly from which upper and lower storage components and work surfaces are cantilevered.� The adaptable and flexible nature of this casework is desired to allow for future reconfiguration possibilities without damaging the casework, flooring or walls in the lab. Mott lab casework can be installed and reconfigured with minimal down time, use of basic skills and without special tools.� This is ideal for our situation, allowing us to make use of the ORF team for a fast and reliable installation. Mott lab casework in Sigma Flex is the only adaptable/modular casework that allows for a 6� core assembly.� The island cores need to be brought down to a depth of 6� to accommodate the DRM space requirements for BSCs throughout the lab.� All other modular casework shows a minimum of 12 or 14� core assemblies in their lines. The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.� By submitting a quotation, the offeror is accepting that all government terms and condition shall prevail over the award. The award will be based on the following: Technical capability to meet the functional requirements, delivery date and price.
