- Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, PHNSY & IMF intends to award a sole source contract to Zetec, Inc. to manufacture and provide one (1) each copper nickel array calibration standard and one (1) each titanium EDM notch standard, IAW NAVSEA Technical Publication T9074-AT-GIB-010/2032, Revision 2 and PWS requirements. �This includes the shipping of the equipment back to PHNSY & IMF. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals.� The small business size standard for this NAICS code is 750.� The Product Service Code is 6635 � Physical Properties Testing and Inspection. A sources sought notice regarding this solicitation was posted on 30 June 2022 and closed on 08 July 2022. Period of Performance: 15 August 2022 � 15 December 2022. If you are unable to meet the Period of Performance date, please submit soonest availability with submission of quotation. Please note the following: This includes the shipping of equipment back to Pearl Harbor Naval Shipyard and IMF. Oral offers will not be accepted.� All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). In order to evaluate Technical Capability, the Offeror is required to submit a technical proposal (not to exceed 3 pages) that clearly demonstrates thorough knowledge and understanding of, and approach to, accomplishing each paragraph listed in the PWS and solicitation requirements.� The proposal must contain sufficient details (to include the quantity, what can and cannot be provided, and the method) so that it may be evaluated in accordance with the PWS and NAVSEA Technical Publication T9074-AT-GIB-010/2032, Revision 2, and comply with the Period of Performance set forth in the solicitation. No telephonic responses will be accepted. All quotation submissions need to include a completed copy of the provision found in the attached PDF ""N32253-22-Q-0071"": FAR 52.204-24 (pages 7-10), 52.204-26 (page 10), 52.212-3 (pages 12-28), and 52.222-48 (pages 28-29). As part of the price quote package, the Offeror shall submit the completed SF 1449 with blocks 17 and 30a.-30c. (page 1) and CLIN information (page 3) completed.� Submission of a signed offer to the Government constitutes agreement and acceptance of the solicited terms and conditions. Contract award will be in accordance to 52.212-2 as stated in the solicitation. The Government may revise the solicitation at any time by means of an Amendment.� It is an Offeror�s responsibility to ensure it is accessing the Government Point of Entry (GPE) website, https://sam.gov/, to view potential amendments and procurement notifications for this solicitation. Quotes are due to this office no later than 03 August 2022, 01:00PM HST. The Offeror shall submit their quotation electronically via email to the designated primary and secondary POCs.
