PRE-SOLICITATION NOTICE NOI-NIAID-2136753� **NOTICE OF INTENT NAICS � 334516, Analytical Laboratory Instrument Mfg This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Covaris, Inc, Woburn, MA to procure an ME220 Focused-Ultrasonicator instrument system.� This acquisition includes the following items and requirements: ME220 Focused-ultrasonicator, item # 500506, QTY 1 EA ME220 microTUBE Strip Starter Kit, item # 500565, QTY 1 EA Installation & Training, item # 5300133536, QTY 1 EA ME220 One Year Service Plan, item # 530166, QTY 1 EA Shipping (to NIH, Bethesda, MD) Delivery: Contractor shall deliver the items within 30 days after the award to: NIH/NIAID Bethesda, Maryland 20892 unless otherwise specified. The items must be delivered to the laboratory, Building 10 Room 11B016 Payment: Payment shall be made after delivery of the items, upon Government acceptance The NIAID Laboratory of Immunoregulation (LIR)�continues to be the elucidation of cellular and molecular mechanisms regulating the human immune response in health and disease. A major component of these efforts is the study of the immunopathogenic mechanisms of HIV infection and disease progression. The rational design of strategies aimed at the prevention and treatment of HIV infection depends on delineating how HIV destroys the immune system. Within LIR, the Clinical and Molecular Retrovirology Section (CMRS) focuses on Pathogenesis of HIV infection emphasizing mechanisms of immunodeficiency and immunologic approaches to therapy for HIV infection. CMRS is currently studying intact and defective HIV at the single cell level utilizing digital droplet PCR. The Covaris ME220 focused-ultrasonicator wavelengths between 500-1500 kHz and 1-10 mm in length enable precise shearing of DNA/RNA which enhances biomolecule extractions needed for ddPCR analysis. In addition, the Covaris ME220 uses continual, real-time isothermal processing so that no heat is generated during sample processing that could disrupt any ongoing enzymatic reactions. Also, the ME200 operates outside of human audible ranges so that it can be used on the lab bench without the use of hearing protection or segregation from the common lab environment. Lastly, the ME220 has a compact footprint which prevents significant loss of bench space. For these reasons, CMRS requires the purchase of the ME220 for ddPCR experiments. Covaris is the sole supplier of ME220 Focused-Ultrasonicator. Its unique automated ability to shear up to 8 batched DNA/RNA samples between 500-1500 kHz and 1-10mm without heating the sample or the need to use hearing protection and its compact size is necessary for preparing the samples used in our digital droplet PCR experiments. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2136753) to Dana Monroe at dana.monroe@nih.gov, by Wednesday, August 3, 2022, by 5:00pm EDT. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
