- UPDATE 29 JUL 2022 ATTACHED APPENDIX 10 Extended Closing Date to 1700 05 August 2022 ChST SOURCES SOUGHT NOTICE THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUATATION (RFQ This is a Sources Sought Notice.� This does not constitute a solicitation. The information gathered from this request is for planning purposes only. If a solicitation is issued, it will be issued at a later date. The Government is not obligated, nor shall it pay, for any information received from potential sources as a result of this Sources Sought Notice.� No official solicitation exists in connection to this notification. If in the future an official solicitation is released, there is no guarantee that sources responding to this sources sought will be included on the sources list. This Sources Sought Notice is to determine the availability and capability of qualified large or small businesses including certified 8(a), Small Disadvantaged, HUBZone firms, veteran and Service-Disabled Veteran-Owned Small Businesses, and Women Owned Small Businesses to perform the requirements of the draft Performance Work Statement.� The NAICS code associated with this requirement is 517311, small business size standard is 1500. BRIEF SUMMARY OF WORK The Naval Supply Systems Command Fleet Logistics Center, Yokosuka Site Marianas is seeking sources for a vendor to provide Local Exchange Access Services for NCTS, Guam.� The Contractor shall furnish all necessary labor, materials, tools, supervision, equipment and all other incidentals necessary to provide Local Exchange Access Services.� Services will include analog and digital access transport services, and intra- Local Access Transport Area (LATA) interconnect functions and the associated performance requirements. The Contractor shall be facilities-based and shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point. This includes the contractor�s ability to install Primary Rate Interfaces (PRI) and Session Initiation Protocol (SIP) trunks and the capability to port all currently existing Dial-In-Direct (DID) and Commercial Subscriber Lines (CSL) where applicable. These services shall include any special items, equipment, wiring or infrastructure to ensure the Contractor�s proposed solution is compatible with the government�s current infrastructure. The contractor is responsible for troubleshooting and maintaining the operation of the circuit up to its termination point.� Access to the local exchange shall include: operator assistance, emergency 911/E911 services/functions, circuits/trunks to base Demarcation Point (DMARC) and 911/E911 database maintenance where applicable.� Please see the draft PWS for additional details. The anticipated duration is a 12-month base period and four 12-month option periods.� Performance is anticipated to begin 8 November 2022.� SUBMITTAL REQUIREMENTS The Government acknowledges that responses to this sources sought are not binding offers. Please send your Capabilities Statement no later than 02 August 2022, 3:00 PM Chamorro Standard Time to Nathaniel Entilla by e-mail at nathaniel.entilla@fe.navy.mil with the following subject: �Source Sought � Local Exchange Services The Capability Statement shall succinctly address the following items to demonstrate the contractor�s capability to perform the requirements of this draft Performance Work Statement and shall not exceed three 8.5� x 11� pages, in a font no smaller than 10 point:�� The capabilities statement shall be concise and focused on the required services as described in the performance work statement (PWS). Include the contractor�s ability to manage, technical ability, and capacity to conduct the types and magnitude of tasking in the PWS.�� Sales brochures, videos, and other marketing information materials are not solicited and will not be reviewed. Cost or price information is not solicited and will not be reviewed. COMPANY PROFILE shall include: company name; company address; business size; CAGE code; UNIQUE Entity ID; NAICS codes; point?of?contact name, telephone number, and email address; and indicate if actively registered on System for Award Management (SAM). RELEVANT EXPERIENCE: Provide a minimum of one and up to three projects completed within the last ten years that are similar in size, scope, and complexity to the current requirement.� Submit the location of the work, a brief summary of the work, and statement of the firm�s involvement in the work (prime contractor, subcontractor, and approximate percentage of self-performance) for each project. SUBCONTRACTORS (Optional): If applicable, provide established subcontractor arrangements or partnerships with other companies that your firm could potentially use in the execution of this requirement. Provide a brief description of each subcontractor and the nature and extent of your firms past, current, and planned future work together. PWS COMMENTS /QUESTIONS (Optional): Submit any comments or questions that your firm may have regarding the PWS. The Government will consider them as it finalizes the PWS. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.
