This is not a solicitation announcement. This is a sources sought synopsis only used for market research purposes ONLY. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought notice is to gain knowledge of sources that can overhaul the CT7-9C3 engine power unit. BACKGROUND: The USCG, Aviation Logistic Center, Medium Range Surveillance, Maritime Patrol Aircraft (HC-144) is a transport and surveillance aircraft that is used to perform search and rescue, enforce laws and treaties including illegal drug interdiction, marine environmental protection, military readiness, and international ice patrol missions.� The USCG currently operates eighteen (18) HC-144 aircraft. SYNOPSIS: This is a Sources Sought Notice and a Request for Information (RFI).� This is�NOT a solicitation and proposals are not being requested at this time.� Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation and shall be provided at no cost to the Government.�� Contact with Government personnel other than the Contracting Officer by any potential Offeror or their employees regarding this requirement is strictly prohibited.� The purpose of this posting is to locate experienced Offerors capable and interested in providing the services identified herein.� Any interested party shall submit a capability statement by the closing date of this notice and will be considered by the Government for the purposes of determining the acquisition strategy for a future solicitation.� The capability statement shall outline the potential Offerors� experience with CT7-9C3 engine power unit overhaul.� Please include only capabilities relative to this requirement.� The following is an example of item(s) that may be included for this overhaul.� IT IS NOT ALL INCLUSIVE and does NOT constitute the entire schedule of requirements. Nomenclature: Engine, Assy CT7-9C3, Part Number: 6058T83G01 Potential Offerors MUST be a certified Federal Aviation Administration (FAA) Part 145 authorized repair center and have experience performing CT7-9C3 engine power units and have all the necessary provisions to perform the contract requirements for the CT7-9C3 engine power unit overhaul, including but not limited to, required tooling, facilities, manuals, test equipment, parts, material, engineering services, management, personnel, documentation, preservation, and shipping.� Many of the CT7-9C3 engine power units under this requirement will be removed from the aircraft during the aircraft maintenance cycle, or from operational aircraft at various air stations.� Therefore, the mandatory turn time of 160 days after contractor receipt of the component is required. Component part will be cleaned in accordance with applicable Component Maintenance Manuals for Selecting Chemical Agents and Processes for De-painting and General Cleaning of Aircraft and Aviation Products, to ensure they are as free as practical of all hazardous dust to include Hexavalent chromium, cadmium, and lead.� Information on these hazards can be found in Occupational Safety and Health Standards 1910.1025 (lead), 1910.1026 (Hexavalent Chromium) and 1910.1027 (Cadmium) All companies that can provide the services are encouraged to provide a capability statement, company cage code, brochures, or any other information demonstrating the overhaul listed in this sources sought notice. Please respond to the following questions: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your service listed on a General Services Administration (GSA) schedule? (8) Do you have other government agencies using the service, and if so which agencies, Point Of Contacts (POC) and contract numbers? (9) If possible, are there any POCs for civilian users for general usage of the service questions?� After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on https://SAM.gov. Responses to this sources sought notice are not adequate response to any future solicitation announcement. All interested offerors shall have to respond to the solicitation in addition to responding to this sources sought synopsis. Again, this is not a request for proposals and in no way obligates the USCG to award any contract. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the USCG make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement (if, any) separately from the responses to this announcement. Responses to this sources sought notice is NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Organizations having the required expertise and capabilities are invited to provide comments.� The information contained here shall pertain to this sources sought and shall not be construed as a solicitation.� The USCG does not intend to pay for the information received. Submission Instructions: Interested parties are invited to submit a response to the above questions no later than August 5, 2022 at 5:00 PM EST. Responses shall be emailed to David.W.Allen@uscg.mil with ""70Z03822IL0000008 Sources Sought Notice Response"" inserted in the subject line of the email.� TELEPHONE RESPONSES WILL NOT BE ACCEPTED.
