THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ, in conducting market research of industry to identify if there are alternate options to meet the requirement for the procurement of Programmable Entry Panel (PEP) to support the PMA-290 Taiwan P-3 Program. At this time, pending market research results, NAWCAD Lakehurst, NJ intends to negotiate on a non-competitive basis with Benchmark Secure Technology (Santa Ana, CA), for this procurement. Benchmark Secure Technology is the sole designer, developer, and manufacturer of Programmable Entry Panel (PEP), Part Number 8000001. Benchmark Secure Technology, as the Original Equipment Manufacturer, owns all proprietary rights to the engineering data and detailed product drawings to perform the required Non-recurring engineering for a re-design of the PEP, removing obsolescence and thereby providing a Military Standard form, fit, and function design of the Taiwan P-3 PEP. Benchmark Secure Technology is the only known source with the requisite knowledge of the design, technical data, fabrication, performance and operational characteristics of the PEP qualified to perform the efforts.� The Government does not possess the technical data package required for the PEP. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of the solicitation will be not addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. All interested parties should send company and descriptive literature on currently available products and/or services that meet the Navy's requirements, described above. With the response, include a point of contact, phone number, e-mail address, website information, DUNS Number, CAGE Code, and Business Size Status for the North American Industry Classification System (NAICS) code of this RFI. Any responses in reference to this RFI shall be submitted electronically to Contract Specialist, Cheryl Abele, at cheryl.a.abele.civ@us.navy.mil with the subject line ""Programmable Entry Panel (PEP) � Taiwan P-3 Program"". All responses should be received no later than 4:00 PM Eastern Standard Time, 1 March 2022. DISCLAIMER AND IMPORTANT NOTES: This notice is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in development of an acquisition strategy and a future solicitation. Submissions will not be returned.
