- This is a REQUEST FOR INFORMATION only. Pursuant to FAR Part 10.002(b)(2)(iii) and (viii) (Market Research), the purpose of this notice is to: Determine the commercial practices of companies engaged in providing the needed service; Determine feasibility of use of General Services Administration (GSA) Federal Supply Schedule (FSS) Pursuant to FAR Part 8, and/or use of Simplified Acquisition Procedures Pursuant to FAR Part 13 and; Determine availability of Service-Disabled Veteran Owned Small Business (SDVOSB) and VOSB set aside pursuant to FAR Part 19. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the Department of Veterans Affairs (VA), Strategic Acquisition Center, Frederick, MD (SAC-F), to identify sources capable of providing the following services: The contractor shall provide on-site document shredding services at a VA facility in Austin, TX on a weekly and bi-weekly basis and reasonable physical safeguards or the temporary paper records throughout the destruction process. The contractor must provide all labor and equipment required to properly shred VA documents to the standard of unreadable and unreconstructable. An initial shred shall be performed on site in accordance with NAID size standards. Additional processing may be performed offsite to meet the standard. The shred material may contain small amount of non-paper material including carbon paper, staples, and plastic wrappings and ensure that PII and other VA sensitive information is handled and stored in a secure manner until it undergoes final destruction. The contractor must either be: A NAID certified, bonded, and insured contractor (and its subcontractors or third parties) and can provide reasonable physical safeguards for the temporary paper records throughout the destruction process, or A non-NAID-certified contractor (and its subcontractors or third parties) who can satisfy minimum standards for information destruction (to be provided with a solicitation but essentially equivalent to NAID standards). The contractor must dispose of all shredded materials with an approximate volume of 100,000 lbs. of material per year. The contractor must provide secure containers (bins) to collect and store materials to be shredded; the bins shall have wheels, be capable of holding an average of 220 lbs. (95 gallon) and possess locking mechanisms and locks that can be opened with a master key. All shredding shall take place at the VA facility and must be witnessed by a Contracting Officer s Representative (COR) or a VA employee authorized to witness destruction of sensitive material. The contractor shall sign a Certificate of Destruction provided by the government to document that the material has been de-inked and pulped in accordance with NAID requirements. Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 561990 All Other Support Services. The small business size standard is $14.5M. Submission Information: All responses must be submitted to Brian.Kadel@va.gov, Raelynn.White@va.gov and Lindi.Sylvester@va.gov by the date listed with an email titled AITC Shredding Services. If your company has the potential capability to perform these contract services, please respond to this Request for Information. The number of pages is limited to a total of 10 pages; size must be no greater than 8 1/2"" x 11"". The top, bottom, left and right margins must be a minimum of one inch each. Font size must be no smaller than 12-point. Arial fonts are required. Disclaimer: This Request for Information is for market research purposes only and does not constitute a Request for Quotation. No proprietary, classified, confidential, or sensitive information should be included in your response to this Request for Information. Questions Business Questions Provide a brief corporate profile of your company to include the following: Organization's official name and dba name, if applicable; Length of time the Organization has been in business; Types of services provided by your Organization; Types of clients by industry (i.e., Federal, Commercial, Local Government, etc.); Whether the Organization is U.S. based or International; If the Organization is a subsidiary of another Organization; SAM Unique Entity ID number and CAGE number; Organization's website address; Main point of contact name, phone number, business address, and email address; SBA size designation information and small business concern type (if applicable); Number of employees in the organization; Organization's most recent annual receipts amount as defined by the SBA. Tax Identification Number Any applicable Socio-Economical Classification(s): 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, Women-Owned and Small Disadvantaged Business. Does your organization have an existing GSA schedule for this type of requirement? RFI Questions 3. Could your company provide the labor and equipment to provide weekly/bi-weekly on-site document shredding services (approximately 100,000 lbs of material per year)? Is your company NAID certified, bonded, and insured? If not, can your company obtain this certification or satisfy minimum standards for information destruction essentially equivalent to NAID standards? Can your company provide approximately 45 secure wheeled containers/bins to collect and store materials to be shredded? Would your company need to transport any documents to an off-site location for final destruction? If so, would your company be able to ensure that any subcontractor or third party transporting these documents can meet (i and ii) above? 4. Would your company be interested in providing these services in Austin, TX and would respond to a solicitation for these services? 5. Would any personnel providing these services be subject to a Wage Determination? If so, which labor categories/personnel would this entail? 6. Would your company require subcontractors to complete this work?
