- B.3. STATEMENT OF WORK (SOW) 1. CONTRACT TITLE. VA Greater Los Angeles (VA GLA) Community Engagement and Reintegration Service (CERS) Homeless Training 2. GENERAL PROCEDURE. 2.1. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary perform the requirement as defined in this SOW except for those items specified as government furnished property and services. The contractor shall perform to the standards in this SOW. 2.2. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 3. BACKGROUND. 3.1. VA GLA has the largest and most complex Homeless program in country with over 16,000 Veterans served annually and over 400 staff. VA GLA needs continued education and training for existing staff on best practices, in addition to training for new staff recruited in Community Engagement and Reintegration Service (CERS) programs. There is a need for training on areas outlined in this SOW due to the clinically demanding population served in GLA programs. VA is committed to rapidly expanding training programs to assist staff members. 3.2. Veterans Justice Program (VJP) of the VA Greater Los Angeles Healthcare System's West Los Angeles Campus is a prevention-based program that identifies justice-involved Veterans with mental health or substance abuse disorders and expedites their access to VA services. 3.3. HUD-VASH provides subsidized permanent housing and comprehensive case management for all homeless Veterans and their families who are qualified. The HUD-VASH program assists eligible Veterans and their families in obtaining safe, affordable, accessible, and permanent housing in a place of their choosing. 3.4. This proposal identifies training needs in the following programs in CERS: (1) Veterans Justice Program (VJP); and (2) HUD-VASH. 4. SPECIFICATIONS. 4.1. Contractor shall provide the following: 4.1.1. VJP 4.1.1.1. Domestic Violence or substitute to equal or lesser value vendor catalog 4.1.1.1.1. Virtual online program. 4.1.1.1.2. One (1) session. 4.1.1.1.3. Three (3) hours. 4.1.1.1.4. CEUS and certificates will be provided by vendor that can meet the requirements for NASW CA. 4.1.1.1.6. Thirty (30) participants. 4.1.1.1.7. Certificate of completion. 4.1.1.2. Substance Use education and prevention or substitute to equal or lesser value vendor catalog. 4.1.1.2.1. Virtual online program. 4.1.1.2.2. One (1) session. 4.1.1.2.3. Three (3) hours. 4.1.1.2.4. CEUS and certificates will be provided by vendor that can meet the requirements for NASW CA. 4.1.5.1.6. Thirty (30) participants. 4.1.5.1.7. Certificate of completion. 5. PERFORMANCE MONITORING. Deliverable/Service Requirement Measurement/Metric Surveillance Method/Performed By Frequency/Due Date Acceptable Quality Level Development of curriculum and training materials Training content and materials will incorporate all elements outlined in the SOW as well as any additional agreed-upon elements identified during the post-award conference follow-up discussion Review of draft training presentation and materials/COR and Training Specialist At least one month before first training of Training Type #1 100% of all agreed-upon elements are identified in training materials. Training implementation Training will include all agreed-upon elements during actual training presentation. Review of finalized training materials, direct observation by COR Training Specialist, and review of participant feedback. First training will occur within three months of the beginning of the contract. The dates will be confirm by the CERS Training Specialist. 100% of all agreed-upon elements presented during the training. 6. SECURITY REQUIREMENTS. No access to the Department of Veterans Affairs computer system is required. The C&A requirements do not apply, a Security Accreditation Package is not required. 7. PLACE OF PERFORMANCE. The work to be performed under this contract will be performed online. Specific locations will be determined for each scheduled training session based upon the needs of the government. 8. PERIOD OF PERFORMANCE. The contract will be from September 1, 2022, through September 1, 2023. The Vendor will complete all task and deliverables in the designated time frame. 9. RECOGNIZED HOLIDAYS. 9.1. In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this BPA are defined as Legal Federal official holidays . 9.2. New Year s Day January 1st Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19th Independence Day July 4th Labor Day First Monday in September Columbus Day Second Monday in October Veteran s Day November 11th Thanksgiving Day Fourth Thursday in November Christmas Day December 25th 9.3. When a holiday falls on a Sunday, the following Monday will be observed as a National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government Agencies. Also included would be any day specifically declared by the President of the United States of America as a National holiday. Independence Day, Christmas Day 10. HOURS OF OPERATION. The contractor is responsible for conducting business, between the hours of 8:00 A.M. EST and 5:00 P.M. EST. Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 11. DELIVERY SCHEDULE. There will be a post-award meeting, after the contract has been awarded (determined at a later date) between the COR and vendor. Prior to the meeting, the vendor will submit a contract implementation plan detailing the strategies and timely for the implementation. This will be reviewed and approved at the post-award meeting.
