- The U.S. Air Force, Hanscom AFB, MA, is issuing this sources sought synopsis as a means of conducting market research to identify potential parties interesting in providing a Radio System Upgrade on an International Airborne Advanced Warning and Control System (AWACS).� The result of this market research will contribute to determining the method of procurement. � Scope of work that needs to be addressed: Procure and integrate the following: High Frequency (HF) solution to include external cryptographic devices. Procure and integrate the following: Replace Ultra High Frequency (UHF) and Very High Frequency (VHF) radios with ARC-210 radios. Include in design: Provide SATURN capability; Ensure compliance with Tactical Secure Voice Cryptographic Interoperability Specification (TSVCIS). Include in design: Provide Data Link support solutions. Design integration of legacy components with newly procured equipment: Legacy antennas to be integrated with new radio systems.� A cosite analysis must be performed to determine the impact of the new capabilities to be implemented on the platform.� Please state any experience with Radio Systems Upgrades on large aircraft and include and existing schedules that encompass procurement timeline, integration/testing timeline, and installation timeline. Additional Scope of work that should be considered: Support third-party software (SW) development for Radio Systems Upgrade (RSU) based on the latest mission computing SW. Installation and Integration options will take place in CONUS and OCONUS.� The Contractor shall assist with any certifications such as airworthiness certification in order to successfully have the radio system fully mission capable.� Training to be provided by Contractor either on site or OCONUS for maintainers and operators of the radios. Technical Orders/Technical Manuals development and updates for the radio system. Each submission shall include continuous support/sustainment of capabilities.� Terms and Conditions There is no solicitation at this time. This request for capability information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary. �The Government assumes no financial responsibility for any costs incurred.� The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry. �The Government must ensure there is adequate competition among the potential pool of responsible contractors A Request for Information (RFI) containing the RSU technical details and requirements will be provided to interested contractors upon request. Requests will be evaluated on a case by case basis and only approved organizations will be provided with the detailed RFI.� Approved contractors must complete a Non-Disclosure Agreement (NDA) to safeguard technical and programmatic data related to this international AWACS program prior to receiving the RSU RFI. Period of Performance: The period of performance for this potential effort is April 2023-December 2026 Firm's response to this Synopsis shall include the following information: 1. Firm's name, address, point of contact, phone number, website, and email address. 2. Firm's interest in receiving the detailed RSU RFI. 3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute comparable work performed within the past (5) years: Brief description of the project and how it was comparable to the International AWACS RSU, customer name, timeliness of performance, customer satisfaction, and dollar value of the project). 4. Firm's Business category and Business Size 5. Indicate if significant subcontracting or teaming is anticipated in order to deliver technical capability. All responses to this source sought notice/market research will be evaluated and used in determining acquisition strategy. Submission Instructions:�Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 15 days after publishing by 1200 P.M EST. All interested businesses must be registered in the Central Contractor�s Registration (CCR) through the System for Award Management (SAM) at www.sam.gov to be eligible for award of Government contracts.
