- Description
- The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), intends to issue a sole source solicitation to the University of Mississippi National Center for Computational Hydroscience and Engineering (UM-NCCHE). The current contract with UM-NCCHE ends on September 29, 2022. This sole-source solicitation will enable FEMA to continue to meet critical requirements for a web-based automated dam-break flood simulation and mapping and human consequence assessment system for dam infrastructure in the United States, using the proprietary Decision Support System for Water Infrastructural Security � Lite (DSS-WISE Lite�) system.�� DSS-WISE Lite� is a web-based automated dam-break flood simulation and mapping system for any storage dam in the USA, and relies on code derived from a proprietary, state-of-the-art mathematical model. It is a tool for screening and prioritizing dams as well as a real-time operational tool for emergency management and is widely used as a decision making and emergency planning tool by dam safety engineers, flood emergency managers and governmental decision makers. DSAT/DSS-WISE Lite� capability is the result of a joint effort between the UM-NCCHE, the Dams Sector-Specific Agency of the Office of Infrastructure Protection at the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD), the U.S. Army Corps of Engineers (USACE), and Argonne National Laboratory (ANL). DSS-WISE Lite� is a unique system not only in the USA but also globally. There is no other web-based automated dam-break flood simulation and mapping system that operates without human intervention. The system has been developed by the UM-NCCHE and has numerous unique, proprietary characteristics. The justification for not providing for full and open competition is in accordance with Federal Acquisition Regulation 6.302-1 and 41 United States Code 3304(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS REQUIREMENT. This notice of intent is not a request for competitive proposals. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Any source capable of providing the product and who is interested in submitting a quote may do so electronically to Randall.Christner@fema.dhs.gov by the closing date of this notice. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
