Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140L2222Q0023 is issued as a request for quotation (RFQ) with an open date of July 29, 2022, and close date of August 15, 2022. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2022-06. This is a total small business set aside under NAICS 541370 and a size standard of $16.50 The Bureau of Land Management (BLM) Roswell Field Office (RFO) is seeking Paleontological data in support of more informed and efficient decisions in field office duties. This data collection is for partial fulfillment of the agency�s responsibilities under section 3 of the Paleontological Resources Preservation Act (PRPA). The location selected are based on criteria established using BLM PFYC and existing locality data (see attached maps). The proposal should include both field inventory and review of existing data. The RFO would like to perform surveys selectively on Class U, Class 3 and Class 4 formations aggregating 1,500 acres of field survey in total across BLM RFO identified priority areas. Applicants must hold a New Mexico BLM Paleontological Resources Use Permit (PRUP) and valid curatorial agreement. An approved curatorial facility in New Mexico is preferred. If the applicant�s curatorial agreement is with a facility outside of New Mexico, the goal would be for the collections to be eventually transferred to an approved New Mexico facility. Period of Performance: 09/15/2022 - 08/30/2023. Attached are the statement of work, wage determination, bid schedule and the evaluation criteria. The following FAR provisions and clauses are applicable under this synopsis/solicitation: 52.212.1, 52.212-3, 52.212-4, 52.212-5, and can be downloaded as full text at: https://www.acquisition.gov The resultant contract will be awarded to the responsible offeror whose offer is the best value other than price, see evaluation criteria. Offerors must be registered in the System for Awards Management (beta.SAM.gov) database in order to do business with the Federal Government and be considered for award. The database can be accessed at http://www.sam.gov The solicitation is available electronically at beta.Sam.gov. Offers are being accepted via electronic mail to Eleanor Tippeconnie, at etippeco@blm.gov. Offers are to be submitted via company letterhead, referencing this RFQ and are due no later than 4:30 PM MD on August 15, 2022.
