Description

You are invited to submit a bid in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC)/Wallops Flight Facility (WFF) Restoration of Main Base Electrical Infrastructure solicitation.� This requirement is for the second phase of the Restoration of Main Base Electrical Infrastructure. �This project will replace approximately 20,000 linear feet of direct burial cable with a new electrical power feeder in conduit using directional boring technology. �The work will also include replacing approximately 5 live front air switches throughout the Main Base with more reliable and safer SF6 gas switches. �In addition, looped circuits will be created as part of this project to allow for more flexibility and resiliency during power outages and system maintenance. �This includes replacing all direct burial cables, sectionalized switches, transformers, and other related equipment that make up the system. �The existing backbone feeder throughout the Main Base is 15 kV, 4/0 AWG copper with the exception of a few sections of the system. �These remaining portions shall be replaced with 4/0 AWG feeders.� This acquisition will be conducted as a total small business set-aside. �The North American Industry Classifications System (NAICS) code for this acquisition is 237130 and the small business size standard is $39.5M. This competitive procurement will result in a Firm Fixed Price (FFP) contract.� The contract will have a completion date of 548 days or roughly 18 months after the notice to proceed is issued.� The anticipated contract award date is September 30, 2022, with a notice to proceed date of November 30, 2022.� This procurement will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. �Bidders shall complete blocks 14 through 20c and block 30 of the attached Standard Form 1442 and submit with their bid. Site Visit & Site Visit Instructions An optional site visit has been set for August 17, 2022, at 10:00 A.M. Eastern Standard Time (EST).� Attendees will meet outside of the Wallops Flight Facility Badging Office N-001, at 34200 Fulton Street, Wallops Island, VA 23337, to receive their visitor badge.� Please limit site visit attendees to no more than three (3) people.� Attendees shall travel to each site location using their own personal vehicle.� The Contracting Officer Representative will lead the convoy to each site location. �Please submit a list of all site visit attendees, including legal first name, middle initial, and last names, company, citizenship, and phone number via e-mail, to Contract Specialist Janicea McCree at Janicea.L.McCree@nasa.gov, and courtesy copy Contracting Officer Leslie Adams at Leslie.M.Adams@nasa.gov, no later than (NLT) 3:00 P.M. EST, on August 15, 2022.� Please ensure names of attendees submitted for badge access match EXACTLY as indicated on identification to ensure badge access to the site. Bid Opening In response to COVID-19 Restrictions, the Bid Opening for the above reference Solicitation will be live streamed using the teleconference software Microsoft Teams in lieu of an in person Bid Opening.� The Virtual Bid Opening will take place on August 31, 2022, at 2:00 P.M. EST. Electronic bid packages must be received by Leslie Adams by 11:00 A.M. EST on August, 31, 2022.� The bidding opening will take place August 31, 2022, at 2:00 P.M. EST via Microsoft Teams.� In order to attend the Virtual Bid Opening, Prime Contractors MUST submit an e-mail request with a list containing the following information for each Bid Opening Attendee: First Name, Last Name, Company Name, Citizenship, Phone Number, and E-mail Address. �Please submit the e-mail request to Janicea.L.McCree@nasa.gov and cc� Leslie.M.Adams@nasa.gov and Stephen.A.Mariner@nasa.gov by 2:00 P.M. EST, on August 30, 2022.� Requests to attend Bid Opening after the deadline will be denied. �A MS Team meeting link and call-in number will be provided via e-mail to all confirmed attendees by close-of-business, August 30, 2022.� Viewers are advised they may need to download the Microsoft Teams app to their device in order to view the Bid Opening. All documents related to this procurement, including this letter, the solicitation, attachments, exhibits, enclosures, and any amendments will be obtainable electronically from the World Wide Web through https://SAM.gov. Bid Guarantee The Prime Contractor shall also provide a bid bond with their electronic Bid Submission Proposal Package that clearly identifies the IFB number in the amount of twenty percent (20%) of the bid price, or $3 Million, whichever is lower, and MUST acknowledgment any and all amendments. Bid Packages with missing information shall be considered incomplete and non-responsive. Potential bidders are requested to periodically monitor the website for updates. All site visit questions and IFB questions MUST be submitted in writing, electronically to Mrs. Janicea McCree Contract Specialist, at Janicea.L.McCree@nasa.gov and cc��Mrs. Leslie Adams, Contracting Officer at Leslie.M.Adams@nasa.gov on or before August 19, 2022, local time, 3:00 P.M.
