Description
The United States Agency for International Development, Cambodia (USAID/Cambodia) intends to issue a solicitation for a project titled �Advancing Youth Leadership.� This is a new requirement. The North American Industry Classification System (NAICS) code contemplated for this action is 541690. USAID/Cambodia contemplates to award one Performance Based, Cost-Plus-Fixed-Fee, completion-type contract with a period of performance of five-years. The solicitation will be issued through full and open competition in accordance with FAR Part 15. The purpose of the Advancing Youth Leadership activity is to enhance the capacity and leadership of youth, including those from marginalized groups such as indigenous populations, ethnic minorities, and LGBTQI+, to fully participate in socio-political life, to address local development issues, and to increase civic participation. This includes, among others, people living with disabilities (PLWD), members of the LGBTQI+ community, ethnic Vietnamese and other ethnic minorities, the Cham and other religious minorities, indigenous peoples, and women and youth from any of these communities. The activity aims to support the next generation of leaders, informed and active in their communities. The proposed objectives for the Advancing Youth Leadership activity are as follows: Objective 1: Develop skills in leadership, and Thinking and Working Politically (TWP) Objective 2: Enhance youth civic engagement and participation in development, political processes, and policy dialogue USAID intends to issue a Request for Proposal (RFP) following this pre-solicitation notice.� Offerors are advised that this is not a Request for Proposal (RFP), and it in no way obligates USAID to issue an RFP or award a contract. The information contained in this pre-solicitation notice is released to the public for informational purposes only and is subject to change. USAID encourages the participation of small businesses as designated in FAR 19. All necessary information will be supplied at the time the RFP is posted at https://sam.gov/. The technical information contained within this notice is subject to revision. Questions and requests for information will not be answered until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding should be submitted until after the RFP is issued.
