NOTICE OF INTENT to Sole Source SOLICITATION NUMBER: NIMH-22-004916-NOI TITLE: �LGBT Health Supplement Special Issue Publication CLASSIFICATION CODE:T - Photo, Map, Print, Publication NAICS CODE: 511120 � Periodical Publishers RESPONSE DATE: 8/16/22 PRIMARY POINTS OF CONTACT: Kyle Miller Kyle.miller2@nih.gov Christine Frate Christine.Frate@nih.gov DESCRIPTION: INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute of Mental Health (NIMH) and the Sexual & Gender Minority Research Office (SGMRO) intends to negotiate on a sole source basis with MARY ANN LIEBERT for publication of a journal supplement issue of LGBT Health entitled �Violence and Related Health Outcomes in Sexual & Gender Minority Communities�. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 511120 � Periodical Publishers with a Size Standard of 1,000 employees. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-06 dated April 26, 2022. DESCRIPTION OF REQUIREMENT � NIMH and SGMRO are interested in publishing a special supplement issue focused on the role violence plays in the health of SGM individuals. This is a topic of critical importance to the health and well-being of LGBTQI+ individuals, which is a top priority for the Sexual & Gender Minority Research Office(SGMRO) and across the National Institute of health (NIH), including NIMH. The overarching goal of this special supplement issue is to improve and expand the knowledge of the role violence plays in the health of SGM individuals and how best to reduce violence affecting SGM communities. It builds on a multiphase scientific workshop and subsequent PAR published by NIH and the Office of Behavioral and Social Sciences Research. Up to 12 papers may be published; topics may include 1) An executive summary and workshop recommendations; 2) An invited paper; 3) Demographics and Epidemiology related to the incidence, distribution, and possible control of violence in SGM communities; 4) Risk Factors and Pathways related to conditions or variables that increase the occurrence of violence, including social and economic structures, in SGM communities; 5) Preventative Interventions related to the structures, cultures, and practices that could potentially influence successful preventative interventions related to violence in SGM populations; 6) Treatment-focused Interventions related to potential treatments that could reduce perpetration or victimization related to violence in SGM communities; and 7) Ethics and Logistical Challenges related to legal and ethical issues for victims and perpetrators of violence in SGM populations. This project will last 1 year and include up to 12 manuscripts. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION During market research, it was found that LGBT Health (under Mary Ann Liebert, Inc. Publishers) is currently the only journal that is considering a special supplement issue on violence and related health outcomes in sexual and gender minority communities. Given the health disparity population focus of this journal, it is uniquely positioned to tackle this topic and to reach the appropriate audience interested on the impact of violence on sexual and gender minorities. There are currently no other opportunities to publish a collection of research on this important and timely topic that is critical to the NIH Strategic Plan to Advance Research on the Health and Well-being of Sexual and Gender Minorities FY 2021 � 2025. With these facts in mind, it was found that Mary Ann would be the best publisher to reach the target audiences of this topic. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity Identifier ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, NIMH-22-004916-NOI.
