Description
Modular Artillery Charge System (MACS) WC864 Powder: The U.S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Project Manager for Combat Ammunition Systems (PM-CAS), both located at Picatinny Arsenal, New Jersey, is conducting market survey to identify potential qualified sources within the U.S. and Canada capable of manufacturing and delivering spheroidal propellant WC864 Ball Powder. The�WC864 Ball Powder�is a loose spheroidal propellant for the center core igniter, which is a component of the MACS igniter assembly and is a component to support 155mm MACS (Modular Artillery Charge System) LAP (Load, Assemble, and Pack) production. The 155mm M231 & M232-series propelling charges, known as MACS, consist of two (2) different propelling charges that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232-series charges are used at progressively higher zones as required. The WC864 Ball Powder is used as the igniter within the MACS end-item. To be considered a capable source for this effort, all interested sources must submit the requested information: a) Provide evidence of capabilities including an ability to produce the WC864 Ball Powder at a rate of 8,000 pounds per month and any capability to surge further; b) Past manufacturing experience with artillery 155mm Modular Artillery Charge System (MACS) WC864 Ball Powder within the last ten (10) years. c) Description of facilities, personnel (numbers, experience, specialized skill sets), key raw material sources, and environmental compliance as it relates to the above production efforts; d) Provide evidence of In-house Quality Assurance System(s) in order to support this production program; e) The ability to acquire facilities with sufficient safety clearance to handle, store and transport energetic materials, components and propellant; f) A general understanding of United States Government (USG) MACS testing requirements including Ammunition compatibility. g) Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All sources within the United States and Canada interested in must be registered in System for Award Management (SAM). This market survey is for informational and planning purposes only and shall NOT be construed as a Request for Proposal (RFP).� The Technical Data Package (TDP) will be provided upon request for information only. In order to receive the TDP, contractors are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; FCDDAC Form 1350, Technical Data Request Questionnaire; and Non-Disclosure-Non-Use Agreement.� All information is to be submitted at no cost or obligation to the Government.� If a formal solicitation is generated at a later date, a solicitation notice will be published.� No award will be made as a result of this market survey.� Please identify any proprietary information submitted.� All information provided will not be returned and will be held in confidential status. All market information sought in this notification must be provided within 15 days of this notice by electronic mail only at no cost to the Government.
