- REQUEST FOR INFORMATION (RFI) INTEGRATION OF THE ZEUS III LASER SYSTEM, INTERROGATION ARM, AND MRAP COUGAR VARIANT VEHICLE NSN: N/A Item Name Code N/A Robins AFB, Georgia Purpose/Description: The purpose of this Request for Information (RFI) is to identify potential sources of expertise with the capability and experience to provide integration of the Zeus III Laser System and the interrogation arm onto the MRAP (Mine Resistant Ambush Protected) Cougar variant vehicle. The current level of security clearance for this particular effort is Unclassified. Both large and small businesses are encouraged to participate in this Market Research. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Below is a brief description of the integration effort needed for the Zeus III Laser System, the MRAP Cougar variant vehicle, and interrogation arm which together create the RADBO (Recovery of Airbase Denied by Ordnance) system, followed by questions which allow you to provide your company�s capability regarding this effort. Should you have literature that describes the integration capabilities of your company and/or specific information on your product lines, such may be sent via e-mail or by U.S. mail to the points of contact in the Government�s contracting office identified below. Interested parties should submit responses to the RFI to the below points of contact by 22 August 2022. Responses as well as questions relative to this particular market research should be addressed to the Procuring Contracting Officer (PCO). Background: � MRAP is a family of mobile, land-based vehicles that incorporate armor plating to provide protection against mines and improvised explosive devices (IEDs) in addition to conducting Department of Defense (DoD) ground combat and support missions in hostile territory. The MRAP family of vehicles have multiple variants that also aid in both ground and air operations by mitigating the effects of Unexploded Ordnances (UXOs), IEDs, underbody mines, Rocket Propelled Grenades and Small Arms Fire. The Explosive Ordnance Device (EOD) community requested to have the ability to safely identify, neutralize, and remove UXOs from an attacked airbase. This capability also had to have the ability to be integrated onto an EOD MRAP Cougar variant vehicle as this capability would minimize warfighter casualties, due to the operator being seated on the inside of the vehicle, while maximizing its� effectiveness on an airbase. The laser system chosen to meet this urgent need is the Zeus III Laser System manufactured by Parsons Corporation. Parsons is also the Original Equipment Manufacturer (OEM) of the laser system and owns the proprietary software, drawings, design and manufacturing technical data. Due to the expertise Parsons possesses, this effort is considered highly specialized and any other source would result in substantial duplication of development costs to the government that would not be recovered as well as cause unacceptable delays in meeting the warfighter�s needs. One of the responsibilities for the contractor on this effort will be providing Field Service Representative (FSR) support at all times where these systems are being utilized in order to perform any necessary maintenance and training on the system. The contractor will also be responsible for adhering to security procedures in accordance with the System Security Plan set forth by the DoD/Air Force. All software installation, updates, and maintenance to the Zeus III Laser System will be the responsibility of Parsons. No other entity will be granted access to perform software maintenance. Scope: The scope of this effort will encompass the integration of twenty one (21) MRAP Cougar variant vehicles, twenty one (21) interrogation arms and twenty one (21) Zeus III Laser Systems manufactured by Parsons. The MRAP vehicles acquired will be accompanied by a Level III Technical Data Package (TDP) which details product data, engineering drawings, specifications, and performance requirements. The EOD mission is to provide a safe operational environment for air systems while protecting the warfighter and property from the effects of hazardous explosive ordnances, materials, and devices. The EOD community requires a capability to rapidly render safe and remove UXOs during runway and airbase recovery operations presenting a threat to operations, installations, personnel, or material. Testing Objectives will be accomplished by establishing a joint effort between the Air Force and contractor after integration of the twenty one (21) MRAP Cougar Vehicles, the twenty one (21) Zeus III Laser Systems, and twenty one (21) interrogation arms in order to ensure system functionality, interoperability, and sustainability.
