- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Northwest Fisheries Science Center (NWFSC) intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with CSIRO Australia, to continue to assistance developing and improving the �Atlantis� marine ecosystem model for the California current. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that CSIRO is the only vendor that can work on this system since the vast majority of the Atlantis C++ code originates from CSIRO. The modifications and improvements required for the Atlantis ecosystem model must fit with the existing Atlantis model code base. This is a complex simulation with over 200,000 lines of code, and multiple input files and output file formats. Separate submodels handle different aspects such as ecology versus fishing. CSIRO has 20 years expertise working on this code base, which requires extensive knowledge about input requirements, output formats, and ecological assumptions as well as code structure. It is not possible for new organizations to independently begin major code modifications during the brief period of this contract. This is because of the ecological complexity (ranging from oceanography to ecology to fisheries and social science expertise), and because of the code complexity (multiple submodels, many options, and large volume of code that must be supported across multiple operating systems). For our project, a large portion of the deliverables rely on applications of the Atlantis marine ecosystem model. If this contract is solicited from an organization other than CSIRO, these deliverables will be at risk if there are incompatibilities between attempted Atlantis modifications and the existing Atlantis framework. Work to be performed from 9/12/2022 � 09/11/2023 with two options. � ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
