Description
The purpose of this amendment is to establish a closing date for the RFI/Special Notice posting issued on August 2, 2022. The closing date for this RFI Special Notice posting will be August 8, 2022, 12PM EST. All interested parties please reply with a Capability Statement by this time. Statement of Work Monochloramine System Maintenance Stratton VAMC Albany Introduction Stratton VAMC s mission is to provide world class healthcare for veterans in the capital region and upstate New York. Background /Objective The Stratton VAMC, 113 Holland Ave Albany, NY 12208 has installed a Barclay system for Monochloramine generator. This system is installed on the incoming domestic cold-water lines located in the sub-basement. The system will be operated, repaired, controlled, and maintained by the vendor. It is the intent of this scope to outline general requirements with the understanding that the vendor will provide a fully operational system. It is also the intent of the contract to comply with state and local building codes and all applicable oversight and regulatory agencies for the use and control of such system on potable water systems, including any and all permits, licenses and approval of such systems where applicable. Place of Performance Stratton VAMC, 114 Holland Ave, Albany NY 12208. Period of Performance The services POP 1 October 2022- 30 September 2023-base Year plus 4 1-year options. Mon- Fri 730 AM to 4 PM. Scope of Work System Function: Precursor chemicals, sodium hypochlorite, and ammonium sulfate injected to the Monochloramine generator. When mixed to create Monochloramine it is then returned to the main water system. The amounts of sodium hypochlorite and ammonium sulfate injected to the side stream shall be calculated based on the main water flow to be treated and chlorine residual and the target Monochloramine concentration and controlled by the controller unit. The generator shall be equipped with appropriate sensors so as to ensure the specific concentrations are maintained. System must have an algorithm in the controller that provides means to control the produced Monochloramine level within the target range and a safety mechanism to control generation levels and an emergency shut off. System Requirements: Target Monochloramine Concentrations 1.5 to 3.5 parts per million (ppm) Treated Water Flow 6 to 375 gal/min (GPM) Supply Water Flow 3 to 7 gal/min (GPM) Remote Access 24/7 data recording and trending using cellular technology from the vendor Specific Tasks: Contractor shall furnish monthly site visits to ensure system functionality and proper concentrations of chemicals are being injected. Contractor shall furnish deliver and set up all chemicals as required in order to maintain the specific concentrations. Contractor shall service all applicable system pumps, controllers, metering devices. Contractor shall monitor system operation 24/7 with remote monitoring and alarm functionality for trouble calls 24/7 Contractor shall provide technicians available to service the unit on a 24/7 basis within 2 hours of notification by the VA. Contractor shall test the functionality of the equipment upon completion of repair. If this is a test for repair, the Test should ensure that damaged parts have been successfully repaired and all functions including, but not limited to those related to repaired parts, are operational. If this is a test for a routine PM service, inspection, etc., then the test should just ensure that the equipment is functioning within the guidelines of the OEM. Vendor system to provide: a. Free Chlorine levels b. Total Chlorine levels c. Water flow d. Temperature in and out e. Water pressure f. Ammonium flow and Chlorine flow and target range g. System to also monitor precursor chemical tank levels The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work, and hold the Contractor in default. Government Furnished Property N/A Inspection- Upon completion of the testing/maintenance/calibration/ inspection/ repair service, the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that all equipment is returned to full functioning condition No invoices will be processed for payment prior to the completion of POC inspection. Other Related Services (Not Included in the Scope of Work)- Any services not expressly stated in this statement of work are not authorized. Services such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or other maintenance and repair vital to the continued functioning of the systems may be added only after written modification from the contracting officer, unless they are inclusive to the requested services. No other person, including the COR or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive.
