- SPECIAL NOTICE NOTICE OF INTENT Oxford Psychology and Textbook 3677622Q0445 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web based product named as the Oxford Textbook of Medicine and the Oxford Clinical Psychology Collection that will be made available throughout the VA healthcare system. Graham Advisory Network, Inc., shall provide for the following: The contractor shall provide The web-based version of the Oxford Textbook of Medicine, 6th eds. and the Oxford Clinical Psychology Collection is as followed: Unlimited enterprise-wide access with no geographic or concurrent user limitations Access to online-only ebooks contained in both resources Detailed usage reports needed Titles include: Oxford Textbook of Medicine, 6th eds. Online Oxford Clinical Psychology provides full-text access to over 300 eBook titles in Oxford's global clinical psychology publishing program in an integrated online resource. Covering a broad range of specialty areas, disorders, and treatment modalities, Oxford Clinical Psychology enables users to search and browse high-quality research and practice information contributed by a superlative group of experienced authors and editors. Content is extensively vetted, and regular updates adding new content and classic backlist titles will soon yield a library of over 300 titles. This comprehensive library of both new and classic titles includes professional reference books, seminal scholarly and research works, and the complete catalogue of Therapist Guides and Workbooks in the renowned Treatments That Work series. Oxford Clinical Psychology also provides enhanced access to artwork, giving users the option to enlarge and download images. Forms and checklists published within the Treatments That Work series can be downloaded, edited onscreen, and saved locally for teaching and clinical use. This procurement is being conducted in accordance with 41 USC §3304(a)(5), 38 U.S. Code § 8128, as implemented by FAR 6.302-5 (Authorized or Required by Statute). Contracting Officers may use the non-competitive (sole source) procedures authorized in VAAR 819.7007, Sole source awards to a service disabled verified veteran-owned small business up to $5,000,000. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 1000 employees. This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before 8/6/2022, 12:00 pm ET to this procurement s contract specialist, Benjamin Niznik, at Benjamin.Niznik@va.gov. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor Protégé Program membership status), as well as the number of years in business should also be provided.
