- Description
- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Dynamic Systems Analysis Ltd (DSA), Canada, using the procedures in FAR Part 13, to provide ProteusDS Dynamic Analysis Tool analytical modeling software for use in oceanographic observatory mooring stability determinations.� The Center for Operational Oceanographic Products and Services (CO-OPS) requires six licenses to support ongoing test, development, and operational deployments of oceanographic measuring platforms supporting the National Currents Observation Program and Physical Real-Time Oceanographic System (PORTS). ProteusDS provides mission critical analysis of mooring systems and has been integrated into CO-OPS� modeling and analytics protocols supporting the deployment of assets in water level and current survey activities. Use of the ProteusDS tools saves CO-OPS significant time and resources in developing, planning, and executing systems development and operational deployments. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. Award will be for a base and four option years.� Base Year will be September 10, 2022 � September 9, 2023. Contract Period of Performance if all options are exercised is September 10, 2022 � September 9, 2027. The North American Industry Classification Code (NAICS) for this acquisition is 511210, Software Publishers, with a business size standard of $41.5 million.� ��� This is not a solicitation for competitive quotes, nor will one be posted on SAM.Gov. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Wendy Culbreth, wendy.culbreth@noaa.gov.� All electronic correspondence shall have the subject line read: 1305L222QNCNT1241 � ProteusDS Software � All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 4:00 PM EST on August 15, 2022.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� The Notice of Intent to Award a Sole-Source Contract will remain open from 08/02/2022 to 08/16/2022 (4:00 P.M. EST).
