- BACKGROUND: Bldg.1575 diesel steel underground storage tank (UST) has been in service for �over 30 years without any in depth tank inspection to include cleaning. After taking a fuel �sample, it was determined that the fuel in the tank was severely degraded and the amount of contaminates in the fuel was too great to be cleaned utilizing in-house fuel polishing equipment. It was determined that the fuel and tank needs to be cleaned and thoroughly �inspected. OBJECTIVE: �The fuel in the tank must be cleaned to remove entrained contaminates, the tank thoroughly cleaned, and internally inspected using ultra-sonic thickness testing (UTT) technology. The contractor shall provide all tools, supplies, equipment, labor, and management to meet the requirements of the objective in a manner that will ensure its serviceability and operability.� PROJECT SCOPE: The following work will be accomplished. Contractor shall be licensed with the State of Illinois Fire Marshal to conduct Internal Tank Inspections, to include International Code Council Certificate for UST inspection, and must obtain all required permits. Tank Access, Fuel Transfer and Filtering Disassemble piping, valves, and tank monitoring equipment above man way in order to access tank interior. Supply an 8,000-gallon tank in order to hold the remaining product from the UST during tank cleaning and inspection process. Once the cleaning and inspection has been completed, the fuel from the tank will be processed through a filtering and de-watering equipment before being placed back in to the tank. Contractor shall provide before and after fuel samples to prove fuel filtering effectiveness. Reassemble piping, valves, and tank monitoring equipment above man way. Upon completion, ensure tank is in full working order and meets all safety and environmental specifications for USTs. Internal Cleaning Personnel will transfer remaining fuel to the holding tank and work from the open man way and remove as much residual product as they can utilizing a vacuum system. Waste product will be properly disposed in adherence to local, state and federal guidelines. The tank will be ventilated in order to create an acceptable environment for confined space entry per Occupational Safety and Health Act (OSHA) Confined Space standard 29 CFR 1910.147. Personnel will enter the tank and remove remaining product. Personnel will apply absorbent to the tank floors and remove remaining residual product. The remaining waste and absorbent will be properly disposed in adherence to local, state and federal guidelines. Pictures will be taken upon completion of cleaning the tank and photos will be provided to the government for their records. Tank Inspection The tank will continue to be ventilated in order to maintain an acceptable environment for confined space entry per OSHA Confined Space standard 29 CFR 1910.147. An inspector will enter the tank to conduct a visual tank inspection in accordance with the American Petroleum Institute (API) 1631 / Steel Tank Institute (STI) standard ����. This inspection shall include a visual inspection of the tank�s interior surfaces observing for �any indication or evidence of leaks; shell distortions; settlement; corrosion. All of the tank welds will be visually inspected. The inspector will conduct Ultrasonic Thickness Testing (UTT) on the tank walls to determine if there are any metal integrity issues or potential metal loss. If the tank has an internal lining, the lining will be visually inspected looking for cracks, tears and disbondment in accordance with Illinois code Title 41 Section 175.500 b Interior Lining and Lining Inspection of USTs. A final report will be provided of the condition and recommendations for improvement of the tank.� SEE ATTACHED STATEMENT OF WORK (SOW) DATED 6 JULY 2022 FOR COMPLETE DETAILS OF THIS ACQUISITION. PLEASE REVIEW AND COMPLETE PARAGRAPH (v) OF THE� ATTACHED ""COMBO UNDERGROUND STORAGE TANK CLEAN"". THIS ATTACHMENT IS THE SOLICITATION FOR THIS ACQUISTION. IT CONTAINS THE INFORMATION THE OFFEROR (CONTRACTOR) IS REQUIRED TO SUBMIT FOR GOVERNMENT EVALUATION TO DETERMINE A POTENTIAL AWARDEE OF A CONTRACT ALONG WITH THE APPLICABLE CLAUSES AND PROVISIONS. THIS SOLICITATION CLOSES 04 AUGUST 2022 AT 12:00 P.M. CST. AMENDMENT TO THIS SOLICITATION: THE SOLICITATION CLOSING DATE IS EXTENDED TO 11 AUGUST 2022 12:00 P.M. CENTRAL STANDARD TIME (CST) FROM 04 AUGUST 2022 12:00 P.M.
