Sources Sought Notice This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information ONLY. This is NOT a solicitation for proposals, bids, proposal abstracts, or quotations. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. Background According to The Joint Commission (TJC) regulations, all policies and procedures used by the P&LMS must be updated, when necessary, easy to access, and reviewed by all staff every two years. Staff are also required to complete competencies every year to ensure they are competent to perform laboratory testing. This can be most easily accomplished with the purchase of an online document control system. This Statement of Work (SOW) is requesting the procurement of an online document control system which also provides continuing education for both medical technologists and histologists, case simulators for competency use, as well as the ability to link policies and procedures to applicable TJC checklist items to prepare for inspections. Purpose The overall purpose of this requirement is to obtain a vendor that provides an online document control system. This will ensure that all laboratory testing sites that perform patient testing, within the Veterans Administration VISN 17, are in compliance with VHA Handbook 1106.01, CLIA regulations, and TJC accreditation standards. Location The document control system will be utilized by all VISN 17 laboratory sites via the Internet. Period of Performance The Contract period of performance includes a base year and 4 option years that may be unilaterally exercised at the Government s discretion. Contract Type: Fixed Scope VISN 17 intends to award a contract to the vendor who can supply the following: Online Document Control System Online Continuing Education Courses for Medical Technologists and Histotechnologists Online TJC Accreditation Checklist Linkage & Response System for Inspection Preparation Online Red Blood Cell, White Blood Cell, and Urinalysis Case Simulators for Competencies Requirements ASSESSMENT, AUTHORIZATION, and CONTINUOUS MONITORING The information system solution selected by the Contractor shall comply with the Federal Information Security Management Act (FISMA), and have a current VA authorization. MediaLab shall comply with FedRAMP requirements as mandated by Federal laws and policies, including making available any documentation, physical access, and logical access needed to support this requirement. MediaLab shall, where applicable, assist with the VA ATO Sustainment Process to help maintain health and quality of agency authorization of the cloud service or migrated application. MediaLab shall provide access to FedRAMP authorized and VA authorized environment. MediaLab shall afford VA access to the MediaLab and Cloud Service Provider s (CSP) facilities, installations, technical capabilities, operations, documentation, records, and databases. If new or unanticipated threats or hazards are discovered by either VA or the MediaLab, or if existing safeguards have ceased to function, the discoverer shall immediately bring the situation to the attention of the other party in accordance with the security addendum B. MediaLab shall not release any data without the consent of VA in writing. All requests for release must be submitted in writing to the Contracting Officer s Representative (COR)/Contracting Officer (CO). In order for live VA data to be used in this system, access must be provided to the FedRAMP Authorized and Agency Authorized environment Under the existing ATO, the MediaLab shall only allow VA customers to purchase MediaLab Federal Licenses. MediaLab shall restrict VA customers from purchasing licenses that are not MediaLab Federal unless there is sign-off from VA Executive Leadership or DTC modifies the current ATO use case. Deliverables: Dates for current ATO expiration, due before award Monthly POAM finding reports Participation in monthly Agency and FedRAMP Sustainment meetings Participation in continuous monitoring and reoccurring security artifacts Tasks: Task 1: Online Document Control System The document control system must: Allow documents to be uploaded as Word Docs, Excel files, PowerPoint Files, or PDF files. Track all changes made to uploaded documents. Allow the creation of approval processes. Send automatic notifications to approving officials and to employees when documents need to be signed. Send notifications to supervisors if employees do not sign documents within established timelines. Record annual or biennial review with electronic signatures. Allow users to flag documents that need revision. Use hashing, encryption, and SSL so that documents, passwords, and personal information stay secure. Have the ability to archive or retire old versions of documents. Task 2: Online Continuing Education Courses The online continuing education course system must: Include OSHA safety courses covering bloodborne pathogens, chemical hygiene, electrical and fire safety, and formaldehyde. Include continuing education courses in hematology, chemistry, phlebotomy, histology, and quality control. Allow users to print certificates of completion. Allow users to print reports of training history. Allow administrators to create custom continuing education courses. Task 3: Online Regulatory Accreditation Checklist Linkage & Response System for Inspection Preparedness The online system must: Allow users to upload inspection checklists. Allow users to link policies and procedures to checklist items. Allow administrators to delegate checklists or items to other users. Allow administrators to approve or reject checklist responses. Allow checklist responses to be copied to the next year s checklists. Task 4: Online Red Blood Cell, White Blood Cell, and Urinalysis Case Simulators for Competencies The online case simulators must: Include abnormal red blood cell morphology. Include immature white blood cells. Include urine sediment casts and crystals. Compare user responses to expert responses. Authorized Ordering Offices Task orders, for all individual VISN 17 laboratories, will be awarded and managed by the COR. Government Furnished Items The COR will provide contact information for the Laboratory Manager post award. The COR will provide any order changes, via electronic transmission, within a week when needed. Contractor Security Contract Requirements. 1. GENERAL Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women-owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 541519. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Commercial Business Opportunities website http://www.beta.sam.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
