- Pursuant to FAR 8.405-6(a)(1)(b)., the Federal Highway Administration (FHWA) intends to solicit from a single source with American University for transportation leadership training entitled Aspiring Leaders and Key Leadership Training.�The participants must earn a Key Executive Certificate from training that is based on the Executive Core Qualifications (ECQs) developed by the U.S. Office of Personnel Management (OPM). The Key Executive Leadership Programs offered by the American University have been designed as a certificate program around a curriculum essential for those working in the public sector. The certificate program contains eight courses that are connected to one of the five Executive Core Qualifications (ECQs) for the Senior Executive Service (SES) as defined by the U.S. Office of Personnel Management.� The FHWA�s mission is to enable and empower the strengthening of a world-class highway system that promotes safety, mobility, and economic growth, while enhancing the quality of life of all Americans.� To meet that challenge, FHWA must ensure that our workforce is properly skilled and equipped �to deliver outstanding customer service to our partners and the traveling public.�� This pledge to meet future workforce demands by developing core, leadership, and professional competencies is embedded across the organization.� It is found in FHWA�s Strategic Plan; inherent in our Core and Leadership Competency frameworks; and reinforced through the Agency�s values as well as in our leadership�s steadfast investment in talent development. As part of its Leadership Development Program, the FHWA has incorporated the American University Leadership Development Training Series.� This leadership development series includes the Aspiring Leaders Program and Key Executive Program. The American University Aspiring Leader Program will allow participants to explore their assumptions about management and leadership and review well-known theories of leadership. They examine how thinking about leadership has changed in recent years, moving away from a focus on leadership traits and characteristics towards a view that sees leadership as a process. Looking through the lens of their own organization, participants critique different theories of leadership and followership in terms of their relevance to organizations today and appraise the relevance of different perspectives on leadership for their own leadership development. Discussion topics include: The distinction between management and leadership; Leader and follower perspectives on leadership; Current challenges in leadership and motivation; and What it takes to play a leadership role in organizations today. The FHWA conducted extensive market research and has determined that no other offeror is able to provide the scope of the training that is required.� A number of offerors provide leadership training; however, they were limited in scope, duration, and/or eligibility.� American University has developed a unique leadership training opportunity that is focused on transportation related issues. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm�s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
