- DESCRIPTION OF NOTICE The National Cancer Institute intends to issue a purchase order for 180 SPINlab Pharmacy Kits on a noncompetitive, sole-source basis to General Electric Company (DBA ""GE Healthcare""). The SPINLab Pharmacy Kit is entirely proprietary and custom manufactured by GE Healthcare specifically for use in the GE SPINlab clinical polarizer used by the NCI in the Metabolomics Core. Thus, GE Healthcare is the only source capable of meeting this requirement. This acquisition will be processed under FAR 13.501(a) and FAR 13.106-1(b)(1) using simplified acquisition procedures. Thus, this acquisition is exempt from the requirements of FAR part 6. This notice is not a request for a competitive quotation; however, if any interested party - especially any small business interest - believes it can fulfill this requirement, it may submit a capability statement or similar information for the Government to consider. The response must be furnished to the NCI in writing and contain material sufficient in detail to allow NCI to determine if the submitter can fulfill the requirement. PROJECT BACKGROUND Most major diseases, including cancer, are often linked to metabolic alterations.� However, being able to see the changes as they occur and to see if a treatment is working in �real-time� is challenging.�The emerging methodology of Hyperpolarized Carbon-13 Metabolic Imaging has created new opportunities to non-invasively study biochemical changes in disease processes by improving the sensitivity of Magnetic Resonance Imaging by more than 20,000-fold.� This acquisition is required in order to support clinical trials in Center for Cancer Research, National Cancer Institute, National Institutes of Health. The Molecular Imaging Branch is outfitted with a clinical polarizer (GE SPINlab) to facilitate the hyperpolarization of C13 containing molecules to be detected and imaged in patients in real-time. The SPINLab Pharmacy Kit is designed to contain all the components required for hyperpolarisation, dissolution and subsequent QC processes within one disposable unit.
