- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Vitrek, LLC; 12169 Kirkham Road, Poway, California 92064-8835 for the purchase of one (1) digitizer card to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) digitizer card. The National Institute of Standards and Technology (NIST), Physical Measurements Laboratory (PML), Microsystems and Nanotechnology Division Optomechanics Group do research into optical frequency combs.� The group owns two (2) Vitrek GaGe digitizer cards which are currently being used by our group for a project on optical frequency combs and their use for measuring the optical spectrum of optomechanical devices. The digitizer cards measure the voltage from a photodetector at a high sampling rate (3 million samples per second), providing very high temporal resolution of the optical frequency comb signal. In order to expand the divisions capabilities in optical frequency comb instrumentation, NIST is creating a second complete measurement system. This will allow NIST to apply our new measurement methods to more applications and provide redundancy in the event of component failures. Only Vitrek GaGe digitizer card is compatible with the NIST developed custom software based on the GaGE Software Development Kit (SDK). In order for the software to work in NIST�s redundant system, the digitizer card must be identical to the ones currently in use. Additionally, buying the exact same digitizer card will allow us to swap the card between optical frequency comb systems without additional development, providing a contingency plan in the event that one of our existing cards malfunctions. Vitrek, LLC is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. � *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
