- Notice of Intent to Sole Source In accordance with FAR 6.302-1 The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR 6.302-1 (Only One source) to Temple University for research and development support services for microRNA analysis. The study is a continuation of the study provided under contract N62645-18-C-4010 with Princeton University for the same services.� The mission of the Clinical Investigations Department (CID) is to foster and facilitate operationally relevant clinical research programs directed toward enhancing the performance and survivability of military personnel and protecting and maintaining the health and resiliency of all dependents. CID currently supports the clinical research effort NHCL.2016.0002 study entitled �A Prospective Study of the Effects of Repetitive Low Level Blast Exposure (RLLBE) on Fitness for Duty in SOCOM Warriors. The study has been ongoing since 2019, with subject recruitment and enrollment in both the experimental and control arms planned completion in 2022. Current collaborative partnerships include both Wayne State and Princeton Universities.� MicroRNA concentrations in a patient�s blood are highly sensitive, and are regulated according to the patient�s/subjects level of TBI. Studies show that mTBI produces significant changes in specific miRNAs that are detectable in the blood, and it is believe that these mrRNA are contributing to the pathology that occurs in the brain after injury.� This with other study components; biomarkers, blast gauge date, MRI�s; will allow the research team to quantify the changes and temporal patterns of the serum miRNA due to the effort to RLLBE and assess whether changes in brain magnetic resonance imaging correlate with the changes in serum miRNA.� The Government estimates that this effort may take up to a total of 24 months to complete. Clinical research support services shall be provided for a base period of performance of 12 months, with the option of 6-12 additional months. The estimated award date is 15 September 2022. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data, and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
