- Lawrence Livermore National Security, LLC (LLNS) at Lawrence Livermore National Laboratory (LLNL) is issuing a solicitation for a Subcontractor capable of providing nation-wide bench strength to support the Department of Energy National Nuclear Security Administration (hereinafter called �NNSA�) Cooling and Heating Asset Management Program (CHAMP). The successful Subcontractor will be awarded a Master Task Agreement (MTA) for engineering design, procurement and construction management in support of revitalizing mission critical HVAC systems across the DOE/NNSA complex. Under the MTA, individual subcontracts known as task orders will be let to perform� work under this five-year MTA. LLNS estimates an annual spend of $60M; however, LLNS neither implies nor guarantees a specific quantity or level of usage. Under the Architectural-Engineering (A-E)/Construction Management MTA, the Subcontractor self performs the design and construction management but competitively subcontracts the lower-tier build effort. HVAC-related services will involve dry side systems, wet side systems, controls and other related construction activities. The services will be performed at DOE/NNSA sites around the country under a myriad of diverse and dynamic access, safety, security, facility operations and other constraints. Services include supervisory and safety personnel and subcontracting for required skilled construction craft labor, materials and equipment suppliers and associated support services. Under the A-E task orders, the Subcontractor provides program management, assessments, studies, Title I-III architectural, structural, mechanical, electrical and civil engineering and other related engineering and professional services. Interested offerors are directed to the CHAMP website listed below to locate relevant solicitation/RFP documents for use in responding to an invitation to the site walkdowns and this solicitation. https://llns-champ.llnl.gov Registration for the site walkdown should occur on or before September 9, 2022; LLNS prefers attendees be limited to two per firm per site. Offerors are encouraged to provide requested prequalification information in the attachments to this notice on or before September 13, 2022.
