Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and the accompanying attachments.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W9127Q-22-R-0007, is being issued as a Request for Proposals (RFP) using Contracting by Negotiations procedures from FAR Part 15.� This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-06, effective 26 May 2022, and the Defense Federal Acquisition Regulations (DFARS) updated 23 June 2022.� The provisions and clauses incorporated into this solicitation are contained within this combined synopsis/ solicitation and within all attachments to the same.� This procurement is being issued as a Total Small Business Set-Aside. The North American Industrial Classification System Code is 541612 with a standard size of $25,500,000.00. The Government contemplates an award of a base period of one (1) year resulting from this solicitation. The United States Property and Fiscal Office for Mississippi-Contracting Office, Jackson, MS intends to issue a contract for Employment Outreach Services. This requirement is for the performing of all functions necessary to develop, implement, manage, and sustain an employment outreach program referred to Work for Warriors for the Mississippi National Guardsmen, Veterans, Service Members, and their Family members to provide employment assistance, education benefits information, retention incentives, and transition services, and track each customer's interaction and providing career support, development, and maintenance of civilian based careers as detailed in the Performance Work Statement for Employment Outreach Services, Attachment 5. Contractor shall provide Employment Outreach Services to eligible MS ARNG service members and their families under the accompanying Performance Work Statement (PWS) and Contract Line Items.� Use the Price Proposal Submission Form, Attachment 2A, to provide your offering. CLIN 0001- ��Outreach Support Services (Labor).� Refer to the PWS.� Contractor shall perform all functions necessary to develop, implement, manage, and sustain an employment outreach program for Mississippi National Guardsmen, Veterans, Service Members, and eligible family members.� Quantity/Unit of Issue: 1 Job, Firm Fixed Price (FFP)(Anticipated Period of Performance 29 September 2022 to 28 September 2023). CLIN 0002- Travel.� Refer to the PWS.� N/A. �Cost reimbursement for preapproved staff travel costs.� The contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. �Quantity/Unit of Issue: 1 Job (Anticipated Period of Performance 29 September 2022 to 28 September 2023). CLIN 0003- IT Equipment.� Refer to the PWS.� N/A. �Cost reimbursement for IT Equipment, at cost, subject to pre-approval of purchase and limits prescribed in resulting contract.� Quantity/Unit of Issue: 1 Job (Anticipated Period of Performance 29 September 2022 to 28 September 2023). CLIN 0004- Marketing Materials.� Refer to the PWS.� N/A. Cost reimbursement for marketing, at cost, subject to pre-approval and limits prescribed in resulting contract.� Quantity/Unit of Issue: 1 Job (Anticipated Period of Performance 29 September 2022 to 28 September 2023). CLIN 0005- Zoho Analytics Software Licenses. Refer to the PWS.� N/A. Cost reimbursement for customer relationship management software, at cost, subject to pre-approval and limits prescribed in resulting contract.� Quantity/Unit of Issue: 1 Job (Anticipated Period of Performance 29 September 2022 to 28 September 2023). .� � A contract will be awarded to the responsible offeror whose proposal conforms to the solicitation requirements and is determined to be the best value to the Government, with appropriate consideration given to the three evaluation factors: Technical, Price, and Past Performance. The Technical Factors and Past Performance Factor, when combined, will be significantly more important than cost or price.� The Service Contract Act applies to this acquisition. Reference Attachments 6.1 to 6.6, current DOL Wage Determination Statements for the appropriate wage determinations for the following counties in Mississippi applicable to this acquisition- the same being Hinds, Forrest/Perry, Oktibbeha/Lee, Grenada, Lauderdale, and Harrison. The contractor shall refer to Attachment #1, �Solicitation Provisions and Clauses� for the clauses and/or provisions applicable to this RFP.� Please note that the following provisions/clauses are applicable to this RFP as noted in Attachment #1, either by full text or incorporated by reference, the same being 52.212-1; 52-212-2; 52-212-3 with Alternate I; 52.212-4; and 52.212-5.� Clauses and Provisions incorporated by reference may be accessed via the Internet at www.acquisition.gov.�� � The contractor shall refer to Attachment #2, �Proposal Submission Requirements,� for a description of the past performance and technical document submissions that are required with the proposal package. Attachment 2A Price Proposal Submission Form is provided for submission of pricing information.� The contractor shall also refer to Attachment #3-Evaluation Criteria for the evaluation criteria that will be used to evaluate and rate each submitted proposal. It is the Government�s intention to award without discussions. Proposals are due at 2:00 p.m. local (CST) time on Thursday 25 August 2022 USPFO for Mississippi, Purchasing and Contracting, ATTN: Davis Scott and Lisa Anguizola 144 Military Drive, Flowood, MS 39232. Mailed proposals shall be sent using a trackable delivery method. Notification of delivery may be sent via e-mail to davis.c.scott2.civ@army.mil or lisa.d.anguizola.civ@army.mil� Facsimile ��������proposals will not be accepted. �Contractor is responsible for following up to ensure proposals are received in the USPFO P&C Office by the due date/time stated above.� Proposals must include a statement that pricing is valid for at least 90 days after proposal�s closing date/time. All questions must be submitted in writing (email Preferred) to the e-mail addresses identified for receipt of proposals. Questions can be submitted no later than 4:30 p.m. local (CST) time on 19 August 2022 (4 business days prior to close date/time). The contractor shall submit two (2) hard copies and one (1) electronic copy (CD) of its proposal. Interested offerors must be registered in the System for Award Management (SAM).� To register go to: https://www.sam.gov/portal/public/SAM.� This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Award will be made (all or none) to one vendor.
