Description

This update is to inform that our current website�https://www.air-resource.net/SEQrawdata/, is owned and managed by Air Resource Specialist, Inc. If a vendor were to come in they would not be able to make design changes or maintanance to the website, we are not looking to create a new website only to update the current one. The website is currently receiving data from a cell modem that receives the data from our Beta-Attenuation Mass Monitors (BAM�s) and both the cell modem and (BAM's) data are currently managed by Air Resource Specialist, Inc. Air Resource Specialist, Inc., holds the contract for the cell modem and is the only one with the rights to it. If a new website designer comes in then a �new cell modem would need to be installed and the cell modem would need to be connected to the external Data Logger. If we were to install a new cell modem that would bring additional costs to the government. This Special notice is to publish the Justification for Other Than Full and Open Competition for the services of updating current website design and maintenance of website Sequoia National Forest � Raw Data https://www.air-resource.net/SEQrawdata/ for R5 Regional Air Quality Program. Synopsis: USDA Forest Service Procurement & Property Service CSA #2 intends to award a sole source procurement to hire for website design and maintenance services to Air Resource Specialist, Inc. of website https://www.air-resource.net/SEQrawdata/. This website has data from smoke monitoring sites operated by R5 Air Program. The NAICS code is 423430 with size standard of $500M. The Government intends to award as a sole source procurement under the authority of FAR part 6.302-1 (Only One Responsible Source) and FAR part 6.302-3 (Engineering, developmental, or research capability or expert services). This notice of intent is not a request for competitive quotes. Interested parties may contact the Contracting Officer listed below by August 8, 2022, at 1:00 PM PT. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. System for Award Management (SAM): Rule requires a firm to be registered in the SAM registration database (SAM), prior to award of any contract. Firms must register on an on-time basis, and annually confirm accuracy and completeness of registration information. To register in SAM, go to: https://www.sam.gov/portal/public/SAM/. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response to this notice. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Award is subject to the availability of funds in accordance with FAR part 52.232-18.
